HomeMy WebLinkAboutCOMM - Meeting Minutes - 10-P-91 - 10-9-1991 - PRISON BOARDMINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 10-P-91 Washington County Prison Board Washington, Pa., October 9, 1991 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Paluso; Controller Belcastro; District Attorney Pettit; and Sheriff Fazzoni. Absent being: Commissioner Mascara and Judge Gilmore. Also being present: Warden Pelzer; Linda Hands, Clerk -Typist II; Lou Lignelli, Director of Administration; Linda Bell, JTPA Office; and Kathy Warco, Observer -Reporter. Approval of Minutes: Chairman Paluso called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 9-P-91, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Fazzoni, that Minute No. 9-P-91 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for September: No monies were received. Total Work Release and Weekenders: Work Release were billed $3,510.00 Weekenders were billed $1,240-00 Amount received $4,055.00 No monies were turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of September, 1991: MALES FEMALES TOTAL Sentenced prisoners 47 3 so Weekend prisoners 14 3 17 Work Release 30 2 32 Home Detention Program 7 0 7 Unsentenced prisoners Awaiting sentencing 13 1 14 Awaiting trial 46 1 47 TOTAL PRISONERS 157 10 167 No. of inmates doctor saw 103 12 115 New commitments doctor saw 29 Repeat patients doctor saw 86 Sheriff transported 25 inmates Moved by Mr. Fazzoni, seconded by Mr. Belcastro, to approve the Warden's Report, Motion carried unanimously by the Board signifying their approval by stating "Aye". MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of September in the amount of $25,813.87. Sheriff Fazzoni made reference to the invoice from Work America (the bidder for officers' uniforms) and stated that he is very displeased with the services of this company, noting that Work America sent his office uniforms with other counties' emblems on them and that none of the uniforms fit his deputies. He also pointed out that his office has to go pick them up. Some discussion followed. Chairman Paluso advised the Sheriff that he must document the problems that his office is experiencing with this bidder. Lou Lignelli, Director of Administration, suggested that Sheriff Fazzoni notify Nancy Bielawski, Contract and Communications Manager, of these problems so that she can notify the bidder in writing that their services are not satisfactory; and then if the bidder does not comply, the County Solicitor can rule the bidder as not being responsible. Moved by Mr. Fazzoni, seconded by Mr. Petrosky, approving the bills for the month of September as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) ()I A P 11 i n cz. -,- -- - Lou Lignelli, Director of Administration, and Linda Bell, Assistant JTPA Director, updated the Board on the proposal submitted to the Pennsylvania Commission on Crime and Delinquency for the County's Intermediate Punishment Plan for prisoners. Mr. Lignelli stated that this plan has been approved by the PCCD and noted that the Commission has decided to use Washington County's plan as a model for other counties in the state. Mr. Lignelli also reported to the Board that the PCCD has invited Washington County to submit a subgrant application in the amount of $51,865 to apply for funding to continue to fund the electronic home -monitoring devices and to increase the amount from 7 to 20 bracelets. Discussion followed. Moved by Mr.,Petrosky, seconded by Mr. Belcastro, authorizing the submission of the PCCD grant application in the amount of $51,865 as per above. Motion carried unanimously by the Board signifying their approval by stating „Aye". A brief discussion followed concerning the application of Act 71 monies (to be used for jail construction) which will be administered by the Pennsylvania Department of Corrections.
