Minute No. 11-P-91
Washington County Prison Board
Washington, Pa., November 13, 1991
The Washington County Prison Board met for its monthly meeting in the
Commissioners' Conference Room, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara and Petrosky; Controller
Belcastro; Judge Gilmore; and Sheriff Fazzoni. Absent being: Commissioner
Paluso and District Attorney Pettit. Also being present: Warden Pelzer; Linda
' Hands, Clerk -Typist II; Jim Jefferson, WJPA; and Kathy Warco, Observer -
Reporter.
Minutes -
Vice
Chairman Petrosky called the meeting to order at approximately
11:40 a.m. and asked if there were any corrections, additions or omissions to
Minute No. 10-P-91, each member having received a copy. Moved by Mr.
Belcastro, seconded by Mr. Mascara, that Minute No. 10-P-91 be approved as
written. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following
information:
Income from otherit +or the i t of prisoners for
October:
$59.50 was billed to the United States Navy
Total Work Release and Weekenders:
Work Release were billed $3,450.00
Weekenders were billed $1,180.00
Amount received $3,815.00
No monies were turned over to the Clerk of Courts for
collection.
Status of prisoners confined at the end of October, 1991:

Moved by Mr. Fazzoni, seconded by Mr. Belcastro, to approve the
Warden's Report. Motion carried unanimously by the Board signifying their
approval by stating "Aye".

Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of October in the amount of $289957.92.
Moved by Mr. Belcastro, seconded by Mr. Fazzoni, approving the bills
for the month of October as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
Old Business:
Vice -Chairman Petrosky brought to the Board's attention correspondence
from the Pennsylvania Commission on Crime and Delinquency requesting
information pertaining to a point of contact for the intermediate punishment
program. Mr. Petrosky suggested that the Board wait until the January I
Reorganization Meeting before sending this information to the Commission
because the Commission is also requesting verification of the Prison Board
Chairman. The Board members agreed to hold this matter in abeyance until
January.
Vice -Chairman Petrosky also brought to the Board's attention
correspondence received from the Pennsylvania Commission on Crime and
Delinquency notifying the County that the Commission is extending the County's
temporary sentencing authority (under Act 201 of 1990) to January 31, 1992, for
the following two reasons: (1) to establish a common timetable for
participating counties in relation to future requirements of annual
intermediate punishment plan updates; and (2) to streamline the PCCD plan
review process. He noted that we have already submitted an intermediate
punishment plan to the PCCD and it will be reviewed in conjunction with the
grant application that we have submitted for Drug Control and System
Improvement funding consideration.
There being no further business, the meeting adjourned at
approximately 11:45 a.m.
