Minute No. 12-P-91
Washington County Prison Board
Washington, Pa., December 13, 1991
The Washington County Prison Board met for its monthly meeting in the
Washington County Jail, Washington, Pennsylvania, with the following members
being present: Commissioners Mascara and Petrosky; Controller Belcastro;
District Attorney Pettit; and Chief Deputy Sheriff Secreet. Absent being:
Commissioner Paluso and Judge Gilmore. Also being present: Warden Pelzer;
Linda Hands, Clerk -Typist II; Jim Jefferson, WJPA; and Kathy Warco, Observer -
Reporter.
Approval of Minutes:
Vice -Chairman Petrosky called the meeting to order at approximately
11:30 a.m. and asked if there were any corrections, additions or omissions to
Minute No. 11-P-91, each member having received a copy. Moved by Mr. Mascara,
seconded by Mr. Pettit, that Minute No. 11-P-91 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following
information:
Income from other units for the maintenance of prisoners for
November:

$215.00 was turned over to the Clerk of Courts for
collection.

Warden Pelzer noted that the jail was recently re -inspected by the
State and Chairman Paluso has received a copy of the report.

Bills:
Controller Belcastro presented to the Board for their consideration
and approval the bills for the month of November in the amount of $29,36d.71.
Moved by Mr. Belcastro, seconded by Mr. Mascara, approving the bills
for the month of November as per above. Motion carried unanimously by the
Board signifying their approval by stating "Aye". (See list of bills attached
hereto and made a part hereof.)

With reference to the bids for food at the jail, District Attorney
Pettit stated that he had received a call from John Sexton & Company inquiring
about their products that they manufacture which do not meet their quality
control standards (i.e., spices or seasonings may be too heavy or too light)
and that the company can sell these items at less than 50% of what they
ordinarily sell to restaurants and other businesses. Mr. Pettit went on to say
that Sexton & Company wanted to know if the Washington County Jail would be
interested in purchasing any of these items. Discussion was held regarding
this matter. Commissioner Mascara suggested that the Board could send the
company bid specifications, but unless the Board had a legal opinion to the
contrary, the County could not circumvent the County Code which requires the
bidding of items in excess of $10,000. The Board directed that Mr. Pettit have
the company representative contact Warden Pelzer.
There being no further business, the meeting adjourned at
approximately 11:40 a.m.
