Minute No. 1-P-92
Washington County Prison Board
Washington, Pa., January 8, 1992
The Annual Reorganization and monthly meeting of the Washington County
Prison Board was held in the 7th Floor Conference Room, Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being
present: Judge Gladden; Commissioners Mascara, Petrosky and Ford; Deputy
Controller Namie; District Attorney Pettit; and Sheriff Fazzoni. Also being
present: Warden Pelzer; Linda Hands, Clerk -Typist II; Sue Washburn, WJPA; and
Jon Stevens, Observer -Reporter.
Presiding Vice -Chairman Petrosky called the meeting to order at
approximately 11:35 a.m. and entertained nominations for the positions of
Chairman, Vice -Chairman and Secretary.
Moved by Mr. Fazzoni, seconded by Mr. Petrosky, nominating
Commissioner Mascara as Chairman of the Prison Board for 1992. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Moved by Mr. Mascara, seconded by Mr. Namie, nominating Commissioner
Petrosky as Vice -Chairman of the Prison Board for 1992. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Moved by Mr. Fazzoni, seconded by Mr. Petrosky, nominating Controller
Belcastro as Secretary of the Prison Board for 1992. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
At this time the meeting was turned over to Commissioner Mascara,
newly elected Chairman of the Prison Board.
Warden's Report:
Warden Pelzer presented to the Board the following

Sheriff transported 28 inmates
Sheriff Fazzoni advised the Board and Warden Pelzer that, as a
precautionary measure, he would be willing to assign one of his regular
deputies at the Jail during the night shift in order to help the correctional
officers guard inmate Robert Castner. It was noted that this inmate is a high
risk prisoner and that every precaution should be taken with him.
Moved by Mr. Fazzoni, seconded by Mr. Petrosky, to approve the
Warden's Report as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye".

Bills:
Deputy Controller Namie presented to the Board for their consideration
and approval the bills for the month of December in the amount of $28,705.41.
District Attorney Pettit questioned Warden Pelzer on the invoice from
Dr. Canterna for services to inmate Balboa. Warden Pelzer explained that the
invoice in the total amount of $1,886.00 was for two inmates and not just for
Balboa; the invoice included operation costs for inmate Washington. Some
discussion followed.
Moved by Mr. Petrosky, seconded by Mr. Fazzoni, approving the bills
for the month of December as per above. Motion carried unanimously by the
Board signifying their approval by stating "Aye". (See list of bills attached
hereto and made a part hereof.)
Other Business:
Chairman Mascara informed the Board that the County has received a
grant from the Pennsylvania Commission on Crime and Delinquency in the amount
of $51,868 for the Electronic Monitoring Home Detention Program. It was noted
that this grant will be used to purchase an additional 13 bracelets for the
program, which will bring the total number of bracelets up to 20. Discussion
followed.
Sheriff Fazzoni brought to the Board's attention the matter concerning
his deputies who are assigned to the hearings at the Millcraft Center. He
stated that he is trying to keep his overtime at a minimum, but the hearings
don't start on time and are not over on time, therefore requiring overtime for
the deputies. Chairman Mascara suggested that a meeting be scheduled among the
Commissioners, the Courts and the Sheriff to coordinate a plan to try to
minimize the amount of overtime that the Sheriff is using. Judge Gladden
stated that, in the meantime, he would look into this particular problem.
With reference to the medical bills at the Jail, District Attorney
Pettit expressed concern on the amount of money being spent on inmates and
questioned whether anything could be done to reduce these costs. Some
discussion followed. Judge Gladden suggested that the County consider

contacting the Ambulance and Chair Service to set up a monthly fee system
similar to the community membership program.
Approval of Minutes:
Chairman Mascara asked if there were any corrections, additions or
omissions to Minute No. 12-P-91, each member having received a copy. Moved by
Judge Gladden, seconded by Mr. Fazzoni, that Minute No. 12-P-91 be approved as
written. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
There being no further business, the meeting adjourned at
approximately 11:55 a.m.
