HomeMy WebLinkAboutCOMM - Meeting Minutes - 3-P-92 - 3-11-1992 - PRISON BOARD41 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA ......._____.........-- Minute No. 3-P-92 Washington County Prison Board Washington, Pa., March 11, 1992 The monthly meeting of the Washington County Prison Board was held in the Washington County Jail, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford; Controller Belcastro; and District Attorney Pettit. Absent being: Judge Gilmore and Sheriff Fazzoni. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; and Jon Stevens, Observer -Reporter. Chairman Mascara called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 2-P-92, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Ford, that Minute No. 2-P-92 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for February: None Total Work Release and Weekenders: Work Release were billed $2,640.00 Weekenders were billed $1,680.00 Amount received $4,583.00 $50.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of February, 1992: MALES FEMALES TOTAL Full -Time prisoners 55 3 58 Weekend prisoners 24 4 28 Work Release 31 1 32 Home Detention Program 12 0 12 Unsentenced prisoners Awaiting sentencing 8 0 8 Awaiting trial 64 1 65 TOTAL PRISONERS 194 9 203 No. of inmates doctor saw 98 5 103 New commitments doctor saw 54 Repeat patients doctor saw 49 Sheriff transported 17 inmates Warden Pelzer noted for the record that the Controller's Office has completed the audit of the Jail and each Board member has received a copy of that audit. Warden Pelzer provided to the Board members a copy of a report submitted by Neilan Engineers which they submitted after conducting an on -site inspection of the Jail on February 19th to determine if the existing structural system could adequately support an increase in the number of prisoners from one per cell to two per cell. This report indicated that the existing structural support system can safely support one additional person and bed per cell. 413 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Petrosky, seconded by Mr. Ford, to approve the Warden's Report as per above and that copies of the Controller's audit of the Jail and the report of Neilan Engineers be made a part of the minutes. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of February in the amount of $19,634.46. Moved by Mr. Ford, seconded by Mr. Belcastro, approving the bills for the month of February as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Other Business: Chairman Mascara brought up the matter of the construction of the new criminal justice center which will be built across the street from the existing Jail. He stated that he would have Bill Sember and Lou Lignelli prepare a brief synopsis of the project for the Board members. District Attorney Pettit inquired as to what other offices would actually be located in this new facility. Chairman Mascara stated that there was the possibility of the 9-1-1 office and maybe some court functions being housed in the new facility. It was noted that there would be limited office space. Mr. Petrosky explained that the new criminal justice center is being designed with a new concept of incarceration referred to as "direct supervision" and that the inmate cells are designed in accordance with a "good behavior" concept. Discussion followed. Mr. Pettit expressed his concern with reference to his office in the Courthouse in that his staff is experiencing cramped office space. He wondered if there would be any office space available in the new facility for his use. Chairman Mascara stated that he would contact the County Authority and see if they can prepare an overview of the project and determine if any extra space would be available for the District Attorney. Warden Pelzer advised the Board that he and Lou Lignelli were planning to make a presentation to the Board at the next monthly meeting relative to the "direct supervision" concept and possibly show a 5-minute film.
