Q: h1611 d/5� - S;i Minute No. S-P-92 Washington County Prison Board Washington, Pa., August 12, 1992 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Ford; Controller Belcastro and Sheriff Fazzoni. Absent being: Commissioner Petrosky, who was on vacation; Judge Gilmore and District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno; Jim Jefferson, WJPA; and Kathie Warco, Observer -Reporter. Chairman Mascara called the meeting to order at approximately 11:40 a.m. and asked if there were any corrections, additions or omissions to Minute No. 7-P-92, each member having received a copy. Moved by Mr. Fazzoni, seconded by Mr. Belcastro, that Minute No. 7-P-92 be approved as written. Motion carried unanimously by the Board signifying their approval by stating ,•Aye„ . Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for July: No monies were collected. Total Work Release and Weekenders: Work Release were billed $3,570.00 Weekenders were billed $1,780.00 Amount received $4,231.00 $210.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of July, 1992: MALES FEMALES TOTAL Full -Time prisoners 51 1 52 Weekend prisoners 33 3 36 Work Release 24 0 24 Home Detention Program 12 1 13 Unsentenced prisoners Awaiting sentencing Awaiting trial TOTAL PRISONERS No. of inmates doctor saw New commitments doctor saw Repeat patients doctor saw Sheriff transported 21 inmates 4 0 4 87 2 89 211 7 218 136 25 161 88 73 Moved by Mr. Belcastro, seconded by Mr. Fazzoni, that the Warden's Report be accepted as submitted. Motion carried unanimously by the Board signifying their approval by stating „Aye". F_ MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 424 1 1 Commissioner Ford noted that he has been receiving complaints about the prisoners yelling out from the jail windows to the populace on the street, particularly to women. He questioned if there was anything that could be done about this problem. Discussion followed. Warden Pelzer noted that this has been an ongoing problem for years and that he has boarded some of the windows. The Board requested the Warden to do whatever he can to stay on top of this situation and do his best to eliminate the problem as much as possible. Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of July in the amount of $35,422.11. Sheriff Fazzoni questioned the Board as to whether or not the County would be able to contract with Ambulance and Chair Service on a yearly basis to try to get a better rate. Warden Pelzer noted that he and Lou Lignelli have contacted Billie Jo Morris (the owner) several times which have been fruitless. Discussion followed. Warden Pelzer and Sheriff Fazzoni noted that there are no alternate ambulance services available. Moved by Fazzoni, seconded Mr. Ford, approving the payment of the bills for the month of July as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business: Chairman Mascara stated that he would be providing to the Board members a copy of Warden Pelzer's response to the Department of Corrections Inspection and Evaluation Report of the Jail.
