HomeMy WebLinkAboutCOMM - Meeting Minutes - 9-P-92 - 9-16-1992 - PRISON BOARD42.5- MINUTE B❑©K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 9-P-92 Washington County Prison Board Washington, Pa., September 16, 1992 The monthly meeting of the Washington County Prison Board was held in the Washington County Jail, Washington, Pennsylvania, with the following members being present: Judge Gilmore, Commissioner Petrosky; Controller Belcastro and Chief Deputy Sheriff Secreet. Absent being: Commissioners Mascara and Ford; and District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno; and Chris Enzerra, Herald -Standard. Vice -Chairman Petrosky called the meeting to order at approximately 11:40 a.m. and asked if there were any corrections, additions or omissions to Minute No. 8-P-92, each member having received a copy. Moved by Mr. Belcastro, seconded by Judge Gilmore, that Minute No. 8-P-92 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for August: No monies were collected. Total Work Release and Weekenders: Work Release were billed $3,480.00 Weekenders were billed $2,062.00 Amount received $4,287.00 $235.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of August, 1992: MALES FEMALES TOTAL Full -Time prisoners 45 2 47 Weekend prisoners 29 2 31 Work Release 17 0 17 Home Detention Program 13 1 id Unsentenced prisoners Awaiting sentencing 11 0 11 Awaiting trial 79 6 85 TOTAL PRISONERS 194 11 205 No. of inmates doctor saw ill is 126 New commitments doctor saw 54 Repeat patients doctor saw 72 Sheriff transported 22 inmates I 1 PRISON BOARD MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of August in the amount of $63,877.91. Moved by Judge Gilmore, seconded Mr. Belcastro, approving the payment of the bills for the month of August as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) New Business: Chief Deputy Sheriff Secreet brought to the Board's attention a matter concerning the meal situation for deputies assigned to guard prisoners at Washington Hospital. He stated that there are times when the guards are there for eight hours straight without a break and it would be appropriate for the county to pay for their meals. Vice -Chairman Petrosky pointed out that he does not disagree, but he recalls a memo from Kathy Emery, Personnel Director, regarding this situation and would like to review it before deciding on the matter. He also pointed out that he does not want to put the Prison Board in a position that would be detrimental to the County's policy with regard to the union members whose meals are not paid for. Discussion was tabled on this matter until further review. Chief Deputy Sheriff Secreet informed the Board that sometime in October or November, Western Penitentiary will not be taking any commitments as they are closing the classification center down and all new commitments of Western Penn will be transported to Camp Hill in Harrisburg. It was suggested that purchasing a van could reduce the expenses and only making one or two trips a month to the State facility. Discussion followed.
