Washington, Pa., November 18, 1992
The monthly meeting of the Washington County Prison Board was held in
the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania,
with the following members being present: Commissioners Mascara, Petrosky and
Ford; Controller Belcastro; District Attorney Pettit; and Chief Deputy Sheriff
Secreet. Absent being: Judge Gilmore. Also being present: Warden Pelzer;
Linda Hands, Clerk -Steno; Jim Jefferson, WJPA; and Jon Stevens, Observer -
Reporter.
Chairman Mascara called the meeting to order at approximately
11:35 a.m.
and asked if there were any
corrections, additions or omissions to
Minute No.
10-P-92, each member having
received a copy. Moved by Mr.
Belcastro,
seconded by Mr. Pettit, that
Minute No. 10-P-92 be approved as
written.
Motion carried unanimously by
the Board signifying their approval by
stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following
information:
Income from other units for the maintenance of prisoners for
October:
No monies were collected.
Total Work Release and Weekenders:
Work Release were billed $3,150.00
Weekenders were billed $1,840.00
Amount received $4,080.00
No monies were turned over to the Clerk of Courts for
collection.
Status of prisoners confined at the end of October, 1992:

Moved by Mr. Belcastro, seconded by Mr. Ford, accepting the Warden's
Report as per above. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
(Commissioner Petrosky entered the meeting.)

and approval the bills for the month of October in the amount of $52,158.41.
Commissioner Ford suggested to the Controller that he provide a copy
of the monthly bills to the Board members a few days in advance of the meeting
in order to give them an opportunity to peruse them before the meeting.
Moved by Mr. Belcastro, seconded Mr. Petrosky, approving the payment
of the bills for the month of October as per above. Motion carried unanimously
by the Board signifying their approval by stating "Aye". (See list of bills
attached hereto and made a part hereof.)
New Business:
Warden Pelzer briefly discussed with the Board a personnel matter. The
Board members were in agreement with the administrative actions taken by Warden
Pelzer and Personnel Director Kathy Emery.
Old Business:
Regarding the meal situation for Sheriff's deputies while they are
guarding inmates at Washington Hospital, it was noted that this matter would be
put on hold until further investigation by Personnel Director Kathy Emery.
There being no further business, the meeting adjourned at
approximately 11:40 a.m.
