month of March as per above. Motion carried unanimously by the Board
signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.) Commissioner Mascara questioned Controller Belcastro
regarding the check to Fayette County for reimbursement for medical costs for
inmate George Balboa. Controller Belcastro stated that the check had already
been processed. It was noted for the record that Commissioner Mascara would
write a letter to Governor Casey thanking him for his assistance in obtaining
State reimbursement for these costs. The Board members extended their
appreciation to Commissioner Mascara for his efforts in this matter.
Old Business:
Commissioner Mascara noted that the Blue Cross/Blue Shield coverage is
in place at the jail for the inmates. Warden Pelzer stated that it went into
effect on Monday. Some discussion followed.
New Business:
Commissioner Petrosky reported to the Board that he recently attended
a Legislative Conference of the PSACC where one of the topics discussed was the
fact that the Pennsylvania Department of Corrections is holding currently
hearings relative to new sentencing guidelines and the Department has
established certain criteria and parameters for the sentencing guidelines. He
noted that if these are passed, approximately 7,000 additional prisoners
throughout the state of Pennsylvania will be the responsibility of counties. He
noted that the Association has not yet set a course of action in terms of how
to deal with this problem, but he feels that it is important that the Prison
Board be aware of this information. He stated that at some future date the
Board may want to go on record in opposition to the new proposed sentencing
guidelines. Discussion folllowed.
There being no further business, the meeting adjourned at
approximately 11:45 a.m.
