HomeMy WebLinkAboutCOMM - Meeting Minutes - 5-P-93 - 4-14-1993 - PRISON BOARD4 4 4_ MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 5-P-93 Washington County Prison Board Washington, Pa., April 14, 1993 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Judge Gilmore; Commissioners Mascara and Petrosky; Controller Belcastro; District Attorney Pettit; and Sheriff Fazzoni. Absent being: Commissioner Ford. Also being present: Warden Pelzer; Linda Hands, Clerk -Typist II; and Jim Jefferson, WJPA. Chairman Pettit called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 4-P-93, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Fazzoni, that Minute No. 4-P-93 be approved as written. Motion arried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for March: -0- was billed Total Work Release and Weekenders: Work Release were billed $3,210.00 Weekenders were billed $1,940.00 Amount received $4,335.00 $140.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of March, 1993: MALES FEMALES TOTAL Sentenced prisoners 42 2 44 Weekend prisoners 37 1 38 Work Release 23 3 26 Home Detention Program 14 1 15 Unsentenced prisoners Awaiting sentencing 4 1 5 Awaiting trial 87 6 93 TOTAL PRISONERS 207 14 221 No. of inmates doctor saw 168 23 191 New commitments doctor saw 72 Repeat patients doctor saw 119 Sheriff transported 26 inmates Warden Pelzer provided to the Board members a copy of the response which he prepared to the Pennsylvania Department of Corrections Annual Inspection Report. 44 PRISON BOARD MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Fazzoni, seconded by Mr. Petrosky, to approve the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of March in the amount of $56,466.99. Moved by Mr. Fazzoni, seconded by Mr. Belcastro, approving the bills for the month of March as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Commissioner Mascara questioned Controller Belcastro regarding the check to Fayette County for reimbursement for medical costs for inmate George Balboa. Controller Belcastro stated that the check had already been processed. It was noted for the record that Commissioner Mascara would write a letter to Governor Casey thanking him for his assistance in obtaining State reimbursement for these costs. The Board members extended their appreciation to Commissioner Mascara for his efforts in this matter. Old Business: Commissioner Mascara noted that the Blue Cross/Blue Shield coverage is in place at the jail for the inmates. Warden Pelzer stated that it went into effect on Monday. Some discussion followed. New Business: Commissioner Petrosky reported to the Board that he recently attended a Legislative Conference of the PSACC where one of the topics discussed was the fact that the Pennsylvania Department of Corrections is holding currently hearings relative to new sentencing guidelines and the Department has established certain criteria and parameters for the sentencing guidelines. He noted that if these are passed, approximately 7,000 additional prisoners throughout the state of Pennsylvania will be the responsibility of counties. He noted that the Association has not yet set a course of action in terms of how to deal with this problem, but he feels that it is important that the Prison Board be aware of this information. He stated that at some future date the Board may want to go on record in opposition to the new proposed sentencing guidelines. Discussion folllowed.
