Washington County Prison Board
Washington, Pa., May 12, 1993
The monthly meeting of the Washington County Prison Board was held in
the 7th Floor Conference Room, Courthouse Square Office Building, Washington,
Pennsylvania, with the following members- being present: Judge Gladden;
Commissioners Mascara and Ford; Deputy Controller Namie; District Attorney
Pettit. Absent being; Commissioner Petrosky and Sheriff Fazzoni. Also being
present: Warden Pelzer; Linda Hands, Clerk -Typist I!; and Jim Jefferson, WJPA.
Chairman Pettit called the meeting to order at approximately
11:40 a.m. and asked if there were any corrections, additions or omissions to
Minute No. 5-P-93, each member having received a copy. Moved by Mr. Mascara,
seconded by Mr. Namie, that Minute No. 5-P-93 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
(Commissioner Ford abstained due to the fact that he was not present at last
month's meeting.)
Warden's Report:
Warden Felzer presented to the Board the following
information:
Income from other units for the maintenance of prisoners for
April:
-0- was billed
Total Work Release and Weekenders:
Work Release were billed $3,960.00
Weekenders were billed $2,000.00
Amount received $4,930.00
No monies were turned over to the Clerk of Courts for
collection.

Warden Pelzer provided to the Board members a copy of a letter dated
May 3, 1993, from Commissioner Joseph D. Lehman of the Pennsylvania Department
of Corrections in which he thanked Warden Pelzer for his hospitality during his
tour of the jail in connection with "Capital for a Day in Donora". Chairman
Pettit directed that this letter be made a part of the minutes. He noted that
the letter also stated that Commissioner Lehman was particularly impressed by
the interaction of the Warden, his deputies and staff with the inmate
population and he feels the facility is professionally run.
Mr. Mascara requested that the letter from Laurence J. Reid, Executive
Deputy Commissioner of the Department of Corrections- dated April 12, 1993,
notifying Warden Pelzer that he has authorized reimbursement of $22,776.63 to
the County of Washington for medical costs for inmate George Balboa be made a
part of the minutes also.
Bills:
Deputy Controller Namie presented to the Board for their consideration
and approval the bills for the month of April in the amount of $33,312.04.
Moved by Mr. Ford, seconded by Mr. Mascara, approving the bills for the month
of April as per above. Motion carried unanimously by the Board signifying
their approval by stating "Aye". (See list of bills attached hereto and made a
part he-reof.)
Commissioner Mascara questioned Warden Pelzer regarding the Blue
C,roEZs/Blue Shield coverage for inmates and how the County will be billed for
these services. Warden Pelzer stated that billing will be monthly and that the
first billing should come in May for services provided during the month of
April. He noted that he should have something to report back to the Board at
next month's meeting concerning the first month's savings. A brief discussion
followed. Deputy Controller Namie stated that this bill will probably need to
be paid in advance (before next month's Prison Board meeting). Moved by Judge
Gladden, seconded by Mr. Ford, authorizing the Controller to pay the Blue
Cross/Blue Shield invoice in advance as per above. Motion carried unanimously
by the Board signifying their approval by stating "Aye'.
There being no further business, the meeting adjourned at
approximately 11:45 a.m.
