HomeMy WebLinkAboutCOMM - Meeting Minutes - 7-P-93 - 6-9-1993 - PRISON BOARDPRISON BOARD M I N U T E B 0 0 K WASHINGTON COUNTY, PENNSYLVANIA 4 48' 1 1 Minute No. 7-P-93 Washington County Prison Board Washington, Pa., June 9, 1993 The monthly meeting of the Washington County Prison Board was held in the Washington County Jail, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford; Controller Belcastro; and District Attorney Pettit. Absent being: Judge Gilmore and Sheriff Fazzoni. Also being present: Warden Pelzer; Linda Hands, Clerk -Typist II; Jim Jefferson, WJPA; and Kathi Warco, Observer -Reporter. Chairman Pettit called the meeting to order at approximately 11:45 a.m. Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for May: -0- was billed Total Work Release and Weekenders: Work Release were billed $4,170.00 Weekenders were billed $1,920.00 Amount received $4,895.00 $122.50 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of May, 1993: MALES FEMALES TOTAL Sentenced prisoners 41 2 43 Weekend prisoners 26 4 30 Work Release 27 1 28 Home Detention Program 17 3 20 Unsentenced prisoners Awaiting sentencing 2 0 2 Awaiting trial 68 5 73 TOTAL PRISONERS 181 15 196 No. of inmates doctor saw 97 19 116 New commitments doctor saw 30 Repeat patients doctor saw 86 Sheriff transported 18 inmates Moved by Mr. Belcastro, seconded by Mr. Mascara, approving the Warden's report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of May in the amount of $38,474.95. M MINUTE 1300K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Commissioner Mascara questioned Warden Pelzer if the invoice from Herd's Drug Store ($3,097.58) was included in the Blue Cross/Blue Shield coverage plan. Warden Pelzer explained that this invoice is for the period of March 24th through May 20th and part of it would be covered under the BC/BS plan which became effective on April 12th. Warden Pelzer noted that the plan is working out very well and they are seeing a substantial savings already from Washington Hospital, the labs and even from the prescription drugs. A brief discussion followed. Moved by Mr. Belcastro, seconded by Mr. Petrosky, approving the bills for the month of May as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business: I Commissioner Mascara reported to the Board that the Director of Administration has asked the Board of Commissioners to make a statement of some sort tomorrow at the Commissioners' meeting regarding the funding that the County is requesting from the State's bond issue to construct the new Justice Center. The statement is a verification that the County's Act 71 Application has not changed from its original submission which requests reimbursement up to $6,431,750 for construction of the new facility which has a projected construction cost of $12,863,500. He noted that hopefully there will be some additional funding left over that the County can receive. Approval of Minutes: Moved by Mr. Mascara, seconded by Mr. Belcastro, that Minute No. 6-P- 93 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". New Business: Commissioner Ford questioned Controller Belcastro concerning a categorization of monthly fixed and unfixed costs for the jail. Controller Belcastro stated that he feels the information that Commissioner Ford is looking for can be found on the monthly budget expenditure reports that the Controller's Office prepares of which each Commissioner receives a copy.
