HomeMy WebLinkAboutCOMM - Meeting Minutes - 9-P-93 - 8-25-1993 - PRISON BOARD452 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 9-P-93 Washington County Prison Board Washington, Pa., August 25, 1993 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pa., with the following members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Ford; Controller Belcastro; and Sheriff Fazzoni. Absent being: District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands, Clerk -Typist II; Jim Jefferson, WJPA; and Jon Stevens, Observer -Reporter. Vice -Chairman Petrosky called the meeting to order at approximately 11:35 a.m. Approval of Minutes: Moved by Mr. Ford, seconded by Mr. Fazzoni, that Minute No. 8-P-93 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for Tulv,: -0- was billed Total Work Release and Weekenders: Work Release were billed $4,590.00 Weekenders were billed $2,840.00 Amount received $6,035.00 $270.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of Tuly.1993: MALES FEMALES TOTAL Sentenced prisoners 47 3 50 Weekend prisoners 23 2 25 Work Release 21 0 21 Home Detention Program 17 4 21 Unsentenced prisoners Awaiting sentencing 8 0 8 Awaiting trial 67 5 72 TOTAL PRISONERS 183 14 197 No. of inmates doctor saw 148 29 177 New commitments doctor saw 60 Repeat patients doctor saw 117 Sheriff transported 18 inmates Moved by Mr. Fazzoni, seconded by Mr. Ford, approving the Warden's report as per above. Motion carried unanimously the by Board signifying their approval by stating "Aye". (Commissioner Mascara and Judge Gilmore entered the meeting.) Controller Belcastro presented to the Board for their consideration and approval the bills for the period of July -August 20, 1993, in the amount of $66,243.09. Commissioner Ford questioned Warden Pelzer concerning the monthly expenditure report for the jail as prepared by the Controller's Office and asked him if it would be possible to address the items in a report where there have been overexpenditures. Some discussion followed. It was noted that the jail's total budget was not overexpended; however, some line items were over budget. Commissioner Petrosky suggested that Warden Pelzer develop some type of report to be provided to the Board members whenever significant budget overruns occur. Moved by Mr. Fazzoni, seconded by Mr. Ford, approving the bills for the period of July -August 20, 1993, as per above. Motion carried unanimously the Board signifying their approval by stating "Aye". (See list of bills attached thereto and made a part hereof.) New Business: Moved by Mr. Belcastro, seconded by Mr. Mascara, ratifying action taken by the Board of Commissioners on August 19, 1993, authorizing submission of a Document of Grant to the Pennsylvania Department of Corrections for reimbursement of jail construction funds which was required to be submitted by August 20, 1993. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Mascara, seconded by Mr. Petrosky, that the Prison Board recommend to the Board of Commissioners for its meeting on August 26,1993, an increase in the total monthly rate for jail physicians from $1,400 to $1,800 per month, effective September 1st; and also authorizing contracts with three named physicians at the rate of $600 per month per each physician. MotIon carried unanimously by the Board signifying their approval by stating "Aye".
