Minute No. 12-P-93
Washington County Prison Board
Washington, Pa., November 17, 1993
The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference
Room, Courthouse Square, Washington, Pa., with the following members being present: Commissioners
Mascara, Petrosky and Ford; Controller Belcastro; Sheriff Fazzoni. Absent being: Judge Gilmore and
District Attorney Pettit. Also being present: Warden Pelzer; Chief Deputy Sheriff Thomas Bellhy; Linda
Hands, Clerk Steno II; Jim Jefferson, WJPA; and Linda Ritzer, Observer -Reporter.
Vice -Chairman Petrosky called the meeting to order at approximately 11:35 a.m.
Approval of Minutes:
Moved by Mr. Mascara, seconded by Mr. Belcastro, that Minute No. 11-P-93 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for October:
-0- was billed
Total Work Release and Weekenders:
Work Release were billed $4,830.00
Weekenders were billed $2,900.00
Amount received $6,407.00
$140.00 was turned over to the Clerk of Courts for collection.
Status of prisoners confined at the end of October, 1993:

Moved by Mr. Mascara, seconded by Mr. Ford, approving the Warden's report as per above.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of October,1993, in the amount of $66,645.64. Commissioner Mascara commented that of the total
amount of the bills, approximately $30,000 reflects the amount paid to Blue Cross for insurance coverage.
Warden Pelzer explained that this amount represents an accumulation of three months billing.

Commissioner Mascara requested that henceforth Warden Pelzer furnish to the Board members a copy of the
breakdown from Blue Cross indicating the inmates' names and respective individual costs. Discussion was
held regarding the savings that the County has experienced in medical costs for prisoners by implementing
this program which became effective in April of this year.
Moved by Mr. Mascara, seconded by Mr. Belcastro, approving the bills for the month of October,
1993, as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye".
(See list of bills attached thereto and made a part hereof.)
New Business:
Vice -Chairman Petrosky presented to the Board for their consideration the matter of changing the
December meeting date of the Prison Board from December Sth to December 15th in order to coincide with
the meeting of the Board of Commissioners which will be held the same week. There was no objection
from the Board members on this meeting date change.
There being no further business, the meeting adjourned at approximately 11:45 a.m.
