Minute No. 13-P-93
Washington County Prison Board
Washington, Pa., December 15, 1993
The monthly meeting of the Washington County Prison Board was held in the Washington County
Prison, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky
and Ford; Controller Belcastro; and District Attorney Pettit. Absent being: Judge Gilmore, Commissioner
Mascara and Sheriff Fazzoni. Also being present: Warden Pelzer; Linda Hands, Clerk Steno II; Jim
Jefferson, WJPA; Chris Enzerra, Herald -Standard; and Linda Ritzer, Observer -Reporter.
Chairman Pettit called the meeting to order at approximately 11:40 a.m.

Moved by Mr. Belcastro, seconded by Mr. Ford, that Minute No. 12-P-93 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for November:
$119.00 - U. S. Immigration $238.00 - U. S. Army
Total Work Release and Weekenders:
Work Release were billed $3,960.00
Weekenders were billed $2,000.00
Amount received $5,095.00
$65.00 was turned over to the Clerk of Courts for collection.

Moved by Mr. Belcastro, seconded by Mr. Petrosky, approving the bills for the month of November,
1993, as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye".

New Business•
Warden Pelzer provided to the Board members a written explanation concerning medical expenses at
the Jail and noted that even though the County has saved a substantial amount through the Blue Cross/Blue
Shield program, the total overall budget for the prison is projected to be over by $20,000, which is due to
medical expenses of two particular inmates (Willie Liddell and James Romito). Warden Pelzer also
provided to the Board members a copy of a computer printout showing the medical costs through October of
1993 which reflected a savings to the County of $26,899.01 by having the BC/BS coverage. The cost
amounted to $54,933.31 as opposed to $81,832.32. Discussion followed. Commissioner Ford suggested
asking BC/BS officials if it would be possible for them to provide a set premium amount for the coverage so
that budgeting would be easier. Commissioner Petrosky agreed with Commissioner Ford's idea, but noted
that the County may be in a stronger position next year to negotiate with BC/BS once there is a track record
developed.
There being no further business, the meeting adjourned at approximately 11:45 a.m.
