Minute No. 1-P-94
Washington County Prison Board
Washington, Pa., January 12, 1994
The Annual Reorganization and monthly meeting of the Washington County Prison Board was held
in the 7th Floor Conference Room, Courthouse Square Office Building, Washington, Pennsylvania, with the
following members being present: Commissioners Mascara, Petrosky and Ford; Controller Belcastro; Sheriff
Secreet and District Attorney Pettit. Absent being: Judge Gilmore. Also being present: Warden Pelzer;
Chief Deputy Sheriff Joe Murray; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; and Linda Ritzer,
Observer -Reporter.
Presiding Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained
nominations for the positions of Chairman, Vice -Chairman and Secretary.
Moved by Mr. Belcastro, seconded by Mr. Mascara, nominating Mr. Petrosky as Chairman of the
Prison Board for 1994. Motion carrried by the Board signifying their approval by stating "Aye".
Moved by Mr. Pettit, seconded by Mr. Belcastro, nominating Mr. Mascara as Vice -Chairman of the
Prison Board for 1994. Motion carried by the Board signifying their approval by stating "Aye".
Moved by Mr. Mascara, seconded by Mr. Petrosky, nominating Mr. Belcastro as Secretary of the
Prison Board for 1994. Motion carried by the Board signifying their approval by stating "Aye".
It was noted for the record that Commissioner Ford abstained from voting on the foregoing
nominations.
Meeting Dates and Times:
It was recommended that the Prison Board meet on the dates listed below which coincide with the
same week of a bi-weekly meeting of the Board of Commissioners:
January 12 July 13
February 9 August 10
March 9 (at Jail) September 21 (at Jail)
April 20 October 19
May 18 November 16
June 15 (at Jail) December 14 (at Jail)
Moved by Mr. Mascara, seconded by Mr. Ford, approving the foregoing schedule for Prison Board
meetings. Motion carried unanimously by the Board signifying their approval by stating "Aye".
Approval of Minutes:
Chairman Petrosky asked if there were any corrections, additions or omissions to Minute No. 13-P-93,
each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No.
13-P-93 be approved as written. Motion carried unanimously by the Board signifying their approval by
stating "Aye".

Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for December:
$535.50 - U. S. Marshals
Total Work Release and Weekenders:
Work Release were billed $2,370.00
Weekenders were billed $1,720.00
Amount received $3,325.00
$70.00 was turned over to the Clerk of Courts for collection.

(Sheriff Secreet asked Warden Pelzer for a clarification of this item.
Warden Pelzer explained that this is for transportation of inmates
that need medical treatment or for doctor/dentist appointments.)
Moved by Mr. Mascara, seconded by Mr. Pettit, to approve the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of December, 1993, in the amount of $28,751.81.
Mr. Mascara noted that the Blue Cross/Blue Shield is being billed on an on -going basis and
everything is coming in line. Discussion was held on the program and reference was made to the possibility
of setting up an on -going premium for the county.
Chairman Petrosky questioned Warden Pelzer on the invoice from Lock -Up USA. Warden Pelzer
noted that these are training tapes for the guards at the jail.
Mr. Mascara questioned Warden Pelzer as to what steps are being taken in preparation of training
staff in anticipation of moving into the new justice center complex. Warden Pelzer explained that he has
contacted the National Institute of Corrections (NIC) which is going to send a consultant, at no cost to the
County, to explain to the Board and the staff the procedures to implement the transition team. Some
discussion followed.

Moved by Mr. Mascara, seconded by Mr. Secreet, approving the bills for the month of December,
1993, as per above. Motion carried unanimously by the Board signifying their approval by stating 'Aye".
(See list of bills attached hereto and made a part hereof.)
New Business:
Sheriff Secreet introduced to the Prison Board members his Chief Deputy Sheriff Joseph Murray.
Chairman Petrosky welcomed both Sheriff Secreet and Chief Deputy Sheriff Murray to the Board.
There being no further business, the meeting adjourned at approximately 11:50 a.m.
