Minute No. 3-P-94
Washington County Prison Board
Washington, Pa., March 9, 1994
The monthly meeting of the Washington County Prison Board was held in the Washington County
Prison, Washington, Pennsylvania, with the following members being present: Commissioners Mascara,
Petrosky and Ford; Controller Belcastro; and Chief Deputy Sheriff Murray. Absent being: District Attorney
Pettit and Judge Gilmore. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; and Jim
Jefferson, WJPA.
Chairman Petrosky called the meeting to order at approximately 11:50 a.m. and asked if there were
any corrections, additions or omissions to Minute No. 2-P-94, each member having received a copy. Moved
by Mr. Belcastro, seconded by Mr. Mascara, that Minute No. 2-P-94 be approved as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for February:
$833.25 - U. S. Marshals
Total Work Release and Weekenders:
Work Release were billed $2,520.00
Weekenders were billed $1,600.00
Amount received $3,450.00
No monies were turned over to the Clerk of Courts for collection.
Status of vrisoners confined at the end of Februarv, 1994:

Moved by Mr. Belcastro, seconded by Mr. Mascara, to approve the Warden's Report as per above.
Motion carried unanimously by the Board signifying their approval by stating "Aye".

Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of February, 1994, in the amount of. $49,139.57.
Moved by Mr. Belcastro, seconded by Mr. Mascara, approving the bills for the month of
February, 1994, as per above. Motion carried unanimously by the Board signifying their approval by stating
"Aye". (See list of bills attached hereto and made a part hereof.)
New Business:
Controller Belcastro provided to the Board members a copy of the audit of theInmate Welfare Account
for calendar year 1993. Mr. Belcastro pointed out that the report is in order and that there are no findings.
Moved by Mr. Mascara, seconded by Mr. Belcastro, to accept the audit as per above. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Commissioner Mascara complimented Mr. Belcastro on a fine job with regards to the jail and
Magistrates' audits.
(Commissioner Ford entered the meeting.)
There being no further business, the meeting adjourned at approximately 11:55 a.m.
