469 MINUTE Bo©K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 4-P-94 Washington County Prison Board Washington, Pa., April 20, 1994 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square Office Builiding, Washington, Pennsylvania, with the following members being present: Judge Gilmore; Commissioners Mascara, Petrosky and Ford; Judge Gilmore; Controller Belcastro; District Attorney Pettit; and Sheriff Secreet. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Kathy Emery, Personnel Director; Russell Crupe and Mike Zahand, Prison Guard Union representatives; Joe Smydo, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 3-P-94, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Secreet, that Minute No. 3-P-94 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". (Commissioner Mascara, District Attorney Pettit and Jim Jefferson entered the meeting.) Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for March: None Total Work Release and Weekenders: Work Release were billed $3,270.00 Weekenders were billed $2,200.00 Amount received $4,625.00 $160.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of March, 1994: MALES FEMALES TOTAL Sentenced prisoners 58 5 63 Weekend prisoners 28 4 32 Work Release 22 0 22 Home Detention Program 14 4 18 Unsentenced prisoners Awaiting sentencing 17 1 18 Awaiting trial 64 5 69 TOTAL PRISONERS 203 19 222 No. of inmates doctor saw 176 25 201 New commitments doctor saw 84 Repeat patients doctor saw 117 Sheriff transported 23 inmates 474 MINUTE BOCK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Belcastro, seconded by Mr. Mascara, to approve the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of March, 1994, in the amount of $65,222.45. Moved by Mr. Belcastro, seconded by Mr. Mascara, approving the bills for the month of March, 1994, as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) New Business: Warden Pelzer noted a memo he sent to the members of Prison Board with regards to the "48 Hour Detainer" policy. He explained that the Adult Probation Office was issuing these detainers and the jail was accepting them. The 48 hour detainer meant that the Probation Officer would bring their client in and keep them in jail for 48 hours in instances such as a judge not being available to issue a regular warrant signed by the Common Pleas Court. The Probation Officer on the weekends or on the off hours had the authority to put someone in jail for 48 hours on the Officer's signature based upon a violation. Warden Pelzer went on to explain that as a convenience to the Probation Officers the Jail had blank detainers in the office whereby the Probation Officers would call the Jail to let the Jail know who was coming in and instructed the Jail to put a 48 hour detainer on them. The desk sergeant would then sign the inmates' name and put the detainer on them. As a result of this, the Probation Officers were abusing this authority by telling people to just report to the Jail and not informing the Jail beforehand. Warden Pelzer stated that he sent a letter to the Commissioners, as well as to Judge Gladden, Chris Brady, Court Administrator, and Stan Rockovich, Director of Adult Probation, stating that the jail has adopted a policy whereby the Jail will no longer accept 48 hour detainers unless signed by an order of a judge. Some discussion followed on this matter. (Judge Gilmore entered the meeting.) Other Business: Kathy Emery, Director of Employee Relations, recommended, with the concurrence of Warden Pelzer, that Robert Gilbert, Correctional Officer I, be terminated. Ms. Emery noted that a pre -termination hearing had been held and subsequently a report was submitted to the Prison Board members. She stated that Mr. Gilbert has been informed of this meeting and was advised to report to the Personnel Office by last Friday if he wished to address the Prison Board. The representatives of his labor union are here today but they do not wish to address the Prison Board at this time. Moved by Mr. Belcastro, seconded by Mr. Secreet, approving the recommendation to terminate Robert Gilbert, Correctional Officer I, at the Washington County Jail as per above.
