HomeMy WebLinkAboutCOMM - Meeting Minutes - 6-P-94 - 6-15-1994 - PRISON BOARDMINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 6-P-94 Washington County Prison Board Washington, Pa., June 15, 1994 The monthly meeting of the Washington County Prison Board was held in the Washington County Prison, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford; Controller Belcastro; District Attorney Pettit and Sheriff Secreet. Absent being: Judge Gilmore. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Joe Smydo, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 11:45 a.m. and asked if there were any corrections, additions or omissions to Minute No. 5-P-94, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Pettit, that Minute No. 5-P-94 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for Mav: None Total Work Release and Weekenders: Work Release were billed $2,520.00 Weekenders were billed $1,880.00 Amount received $3,435.00 No monies were turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of May.1994: MALES FEMALES TOTAL Sentenced prisoners 58 6 64 Weekend prisoners 22 4 26 Work Release 23 0 23 Home Detention Program 16 4 20 Unsentenced prisoners Awaiting sentencing 27 3 30 Awaiting trial 49 8 57 TOTAL PRISONERS 195 25 220 No. of inmates doctor saw 135 31 166 New commitments doctor saw 49 Repeat patients doctor saw 117 Sheriff transported 16 inmates Moved by Mr. Belcastro, seconded by Mr. Mascara, to approve the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden Pelzer gave an update on the transition team situation and provided the Board members with a transition team designation chart. 477 MINUTE B1713K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Warden Pelzer reported to the Board that he contacted NIC after Mr. Voorhis left the meeting last month with regards to requesting a transition team from the NIC to come out to make sure our transition team is on line. NIC advised Warden Pelzer that they are out of money and that they can't send anyone until mid or late October when their budget is passed. With reference to Warden Pelzer's request to hire an addtional Deputy Warden at the jail, Mr. Mascara suggested that Warden Pelzer defer this action until the County hires a consultant to see if the need will actually be there and what the structure of the jail personnel will be once the move into the new justice center is made. Warden Pelzer provided to the Board' members a copy of a letter he received from Blue Cross/Blue Shield regarding the substantial savings that the County has realized since the contractual arrangements were made eleven months ago. He noted that during the eleven -month period (May 1993 through March 1994) the County saved $42,381 or 57% of the total medical and prescription charges. A brief discussion followed. Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of May, 1994, in the amount of $44,638.06. Moved by Mr. Mascara, seconded by Mr. Belcastro, approving the bills for the month of May, 1994, as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) New Business: District Attorney Pettit informed the Board that inmate Dino Rucci will be transported back to Washington for his sentencing on June 23rd.
