HomeMy WebLinkAboutCOMM - Meeting Minutes - 7-P-94 - 7-13-1994 - PRISON BOARDPRISON BOARD ff MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA L Minute No. 7-P-94 Washington, Pa., July 13, 1994 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Ford; Controller Belcastro; Sheriff Secreet. Absent being: Judge Gilmore, Commissioner Mascara and District Attorney Pettit. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Joe Smydo, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 6-P-94, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Secreet, that Minute No. 6-P-94 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for Tune: None Total Work Release and Weekenders: Work Release were billed $3,300.00 Weekenders were billed $1,680.00 Amount received $4,153.00 $100.00 was turned over to the Clerk of Courts for collection. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Belcastro, seconded Mr. Secreet, approving the bills for the month of June, 1994, as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business: Warden Pelzer reported to the Board that the RFP's for the transition consultant are due in by July 29th. Some discussion followed. Chairman Petrosky expressed some concern relative to Mr. Voorhis submitting a proposal in light of his working directly with the County in terms of this transition, and whether or not this was proper. Warden Pelzer also reported that some new equipment has been purchased which will be used in the new office, and that, generally, things are moving along smoothly. Chairman Petrosky informed the Board of an item that will be included on the agenda tomorrow at the meeting of the Board of Commissioners regarding an addendum to the labor agreement with the jail guards which provides for (1) clarification of the use of any remaining short-term days in instances of a long-term illness whereby an employee has exhausted all his/her long-term accumulated sick days; and (2) clarification of an employee who has filed a claim for workers' compensation being granted an extension of leave for the duration of the disability. Sheriff Secreet notified the Prison Board and Warden Pelzer that he is in the process of serving approximately 200 bench warrants. Discussion followed relative to a plan to handle the influx of prisoners that will be coming into the jail on the warrants. Chairman Petrosky suggested that the Courts, through President Judge Gladden, be involved in addressing this matter and he further stated that he would subsequently contact Judge Gladden. There being no further business, the meeting adjourned at approximately 11:55 a.m. THE FOREGOING MINUTES SUBMITTED FOR APPROVAL: 1994 ATTES SECRETARY 1
