HomeMy WebLinkAboutCOMM - Meeting Minutes - 8-P-94 - 8-10-1994 - PRISON BOARDME6 MINUTE PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 8-P-94 Washington, Pa., August 10, 1994 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Ford; Controller Belcastro; and Sheriff Secreet. Absent being: Judge Gilmore and Commissioner Mascara who was on vacation. Also being present: Warden Pelzer; Lou Lignelli, Director of Administration; Stephanie Parish, Secretary; Joe Smydo, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. Old Business: Chairman Petrosky asked Lou Lignelli, Director of Administration, to report to the members the information on the proposed Professional Services Agreement for a Jail Transition Consultant with Bowker/Liebert Associates of Lakewood, Colorado, which would be presented at the Commissioners' Meeting on August 11, 1994. Mr. Lignelli noted that out of four (4) proposals received, this was the lowest proposal in the amount of $39,627.50. Additionally, advantage will be taken of the option of training the trainers on the concept of the direct supervision which would consist of forty (40) hours of training at an additional cost of $9,520.00. Mr. Lignelli and Warden Pelzer stressed to the Board the importance of conducting a successful transition from the existing jail to the new criminal justice facility which will be a direct supervision facility based on the concept of behavior modification. (District Attorney Pettit entered the meeting.) Chairman Petrosky commented that the philosophy that the County is undertaking in terms of the behavior modification aspect is at the cutting edge of corrections today and is avant-garde in terms of how modern day prisons are being operated. He stated that it became very evident when Mr. Voorhis of NIC made his presentation and related to the Board some of the horror stories that other facilities experienced during the transitional phase that the County needed to have expertise with the transition team as far as the transition aspect is concerned. Therefore, he entertained a motion for the Board to endorse the recommendation to authorize a Professional Services Agreement with Bowker/Liebert Associates as Jail Transition Consultant. Moved by Mr. Belcastro, seconded Mr. Pettit, to endorse the recommendation to authorize a Professional Services Agreement with Bowker/Liebert Associates as Jail Transition Consultant as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". MW MINUTE PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Approval of Minutes: Commissioner Petrosky asked if there were any corrections, additions or omissions to Minute No. 7-P-94, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Secreet, that Minute No. 7-P-94 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for Tuly: $119.00 Total Work Release and Weekenders: Work Release were billed $4,260.00 Weekenders were billed $1,480.00 Amount received $5,430.00 $85.00 was turned over to the Clerk of Courts for collection. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of July, 1994, in the amount of $51,552.46. Moved by Mr. Belcastro, seconded Mr. Secreet, approving the bills for the month of July, 1994, as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.)
