Minute No. 10-P-94
Washington County Prison Board
Washington, Pa., October 19, 1994
The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference
Room, Courthouse Square Office Building, Washington, Pennsylvania, with the following members being
present: Commissioners Mascara, Petrosky and Ford; Controller Belcastro; and Sheriff SecreeL Absent
being: District Attorney Pettit and Judge Gilmore. Also being present: Warden Pelzer; Stephanie Parish,
Secretary; Joe Smydo, Observer -Reporter; and Pam Day, WJPA.
Chairman Petrosky called the meeting to order at approximately 11:35 a.m.
Approval of Minutes:
Commissioner Petrosky asked if there were any corrections, additions or omissions to Minute
No. 9-P-94, each member having received a copy. Moved by Mr. Mascara, seconded by Mr. Belcastro, that
Minute No. 9-P-94 be approved as written. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
Warden's Report%
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for September, 1994:
No monies
Total Work Release and Weekenders:
Work Release were billed $3,120.00
Weekenders were billed $2,040.00
Amount received $3,710.00
$140.00 was turned over to the Clerk of Courts for collection.
Status of prisoners confined at the end of September, 1994:

Moved by Mr. Belcastro, seconded by Mr. Mascara, to approve the Warden's Report as per above.
Motion carried unanimously by the Board signifying their approval by stating "Aye".

PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of September, 1994, in the amount of $32,157.63.
Moved by Mr. Belcastro, seconded Mr. Secreet, approving the bills for the month of September, 1994,
as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See
list of bills attached hereto and made a part hereof.)
Old Business:
Chairman Petrosky asked Warden Pelzer to give the Board an update report relative to the jail
transition. Warden Pelzer stated that last week the transition consultant and transition team completed the
staffing analysis and also an analysis of the new prison. He noted that those reports were submitted to the
Commissioners for their review and the consultants will be here on the 30th of November to give a
presentation to the Prison Board on the staffing and the review of the new prison.
Chairman Petrosky noted that the next Prison Board Meeting will be held on November 30 as
opposed to November 16 due to the fact that he will be out of town attending the annual CCAP Conference
in Harrisburg. He requested that the Board members schedule additional time in their schedules for the
November 30 meeting in order to hear the presentation by the jail transition consultants.
Chairman Petrosky noted that he had sent out a memorandum to the Board members dated
October 11,1994, relative to the request of the Department of Corrections to provide the U. S. Marshall
Service with a copy of the evaluation of the jail on a yearly basis. Since he received no negative responses
from any of the Board members, he assumed that everyone is comfortable with that.
There being no further business, Chairman Petrosky declared the meeting adjourned at approximately
11:45 a.m.
