Minute No. 9—P-94
Washington County Prison Board
Washington, Pa., September 21, 1994
The monthly meeting of the Washington County Prison Board was held in the Washington County
Jail, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and
Mascara; Controller Belcastro; District Attorney Pettit; and Sheriff Secreet. Absent being: Commissioner
Ford and Judge Gilmore. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Jan Stevens,
Observer -Reporter; and Jim Jefferson, WJPA.
Chairman Petrosky called the meeting to order at approximately 11:35 a.m.
Avvroval of Minutes:
Commissioner Petrosky asked if there were any corrections, additions or omissions to Minute No.
8-P-94, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Mascara, that
Minute No. 8-P-94 be approved as written. Motion carried unanimously by the Board signifying their
approval by stating "Aye".
Warden's Report::
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for August:
No monies
Total Work Release and Weekenders:
Work Release were billed $4,560.00
Weekenders were billed $2,300.00
Amount received $5,880.00
$30.00 was turned over to the Clerk of Courts for collection.
Status of vrisoners confined at the end of Auzust, 1994:

Moved by Mr. Belcastro, seconded by Mr. Mascara, to approve the Warden's Report as per above.
Motion carried unanimously by the Board signifying their approval by stating "Aye".

PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA
Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of August, 1994, in the amount of $55,128.12.
Moved by Mr. Mascara, seconded Mr. Pettit, approving the bills for the month of August, 1994, as per
above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of
bills attached hereto and made a part hereof.)
Old Business:
Chairman Petrosky asked Warden Pelzer to give the Board an update relative to the jail transition
and training of staff. Warden Pelzer stated that Gary Bowker, a consultant from Bowker/Liebert Associates
of Colorado, met last week with the transition team. His first assignment will be to prepare a staff analysis
which will be presented at a future date to the Commissioners and the Prison Board.
Chairman Petrosky stated that when he spoke with Mr. Bowker, he mentioned that he would like to
explore the time limit in terms of coordinating the moving of inmates into the new justice center. Chairman
Petrosky pointed out that one of the major issues in terms of the transition will be the re -orientation of the
existing staff in terms of changing philosophies from a cell -type of jail to a direct -supervision jail. Some
discussion followed regarding this matter. It was noted that the anticipated completion date for the new
facility is April/May of 1995.
Commissioner Mascara suggested that a cost analysis should be done to in order to budget for
anticipated costs in the 1995 budget for operation of the new jail. He also suggested that the new crime bill
be scrutinized to determine if there are any additional federal or state funds available to counties for new
jail construction and/or alternative sentencing programs and intermediate punishment programs.
There being no further business, the meeting adjourned at approximately 11:45 a.m.
