HomeMy WebLinkAboutCOMM - Meeting Minutes - 2-P-95 - 2-8-1995 - PRISON BOARD494 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 2-P-95 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford; Controller Belcastro; and Sheriff Secreet. Absent being: District Attorney Pettit and Judge Gilmore. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; and Joe Smydo, Observer -Reporter. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 1-P-95, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Secreet, that Minute No. 1-P-95 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Revort: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for January, 1995: No monies Total Work Release and Weekenders: Work Release were billed $3,120.00 Weekenders were billed $3,020.00 Amount received $6,203.00 $205.00 was turned over to the Clerk of Courts for collection. Status of vrisoners confined at the end of Ianuarv,1995: MALES FEMALES TOTAL Sentenced prisoners 49 5 54 Weekend prisoners 35 5 40 Work Release 27 1 28 Home Detention Program 7 8 15 Unsentenced prisoners Awaiting sentencing 22 4 26 Awaiting trial 90 5 95 TOTAL PRISONERS 230 28 258 No. of inmates doctor saw 178 22 200 New commitments doctor saw 79 Repeat patients doctor saw 121 Sheriff transported 11 inmates Chairman Petrosky questioned Warden Pelzer regarding the number of inmates awaiting trial (95) as to why these individuals are not out on bail. Warden Pelzer stated that these inmates are not able to make bail or there is a detainer from either the County Probation Office, the State Probation Office or another county. Some discussion followed. It was noted that the Courts are cooperating in addressing the bench warrants unless it is a serious crime. 495 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Warden Pelzer noted that the jail population is always high in January when inmates who were sentenced before the holidays begin serving their terms. Moved by Mr. Bassi, seconded by Mr. Belcastro, approving the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of January, 1995, in the amount of $62,088.07. Discussion was held regarding the Blue Cross/Blue Shield invoice for November/December in the amount of $40,578.88. Warden Pelzer noted that this is a good program; however, BC/BS is experiencing a few minor internal accounting problems and currently owes the County approximately $20,000 from over- billing. More discussion followed. He stated that the County would receive a cash rebate near the end of the year. Moved by Mr. Belcastro, seconded by Mr. Secreet, approving the bills for the month of January as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business: Chairman Petrosky noted that the Board members should have received a copy of a memo from Warden Pelzer as it relates to a proposal submitted by Bowker/Liebert Associates, Jail Transition Consultants, to conduct a "Post -Occupancy" Evaluation on -site at the new criminal justice facility within three to six months after occupancy at a cost of $4,975.00. Moved by Mr. Belcastro, seconded by Mr. Secreet, to accept the proposal from Bowker/Liebert Associates as per above and to recommend to the Board of Commissioners the acceptance of the proposal. Motion carried unanimously by the Board signifying their approval by stating "Aye".
