HomeMy WebLinkAboutCOMM - Meeting Minutes - 4-P-95 - 4-19-1995 - PRISON BOARDPRISON BOARD MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Minute No. 4-P-95 Washington County Prison Board Washington, Pa., April 19, 1995 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford; Controller Belcastro; and District Attorney Pettit. Absent being: Judge Gilmore and Sheriff Secreet. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; and Joe Smydo, Observer -Reporter. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 3-P-95, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Bassi, that Minute No. 3-P-95 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for March. 1995: No monies Total Work Release and Weekenders: Work Release were billed $4,110.00 Weekenders were billed $2,160.00 Amount received $6,756.00 $120.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of March, 1995: MALES FEMALES TOTAL Sentenced prisoners 67 5 72 Weekend prisoners 30 2 32 Work Release 38 0 38 Home Detention Program 14 6 20 Unsentenced prisoners Awaiting sentencing 12 5 17 Awaiting trial 63 4 67 TOTAL PRISONERS 224 22 246 No. of inmates doctor saw 159 31 190 New commitments doctor saw 76 Repeat patients doctor saw 114 Sheriff transported 8 inmates Warden Pelzer reported that the Transition Team will be present at the May Prison Board meeting to give a presentation to the Board on the status of the new justice center and when everything will be coming on line. He also noted that if the Board wishes he will offer a tour of the new facility. Some discussion followed with reference to the construction status of the jail. 499 PRISON BOARD MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Chairman Petrosky commented on the increase in collections from the inmates and noted that this was the direct result of the action taken by the Board in terms of increasing the per diem rates for work release and weekend prisoners as well as hiring a staff person to oversee the collections. Commissioner Bassi commented that it is his understanding that Berks County charges all prisoners a per diem rate. He requested Warden Pelzer to look into this matter. He also requested Warden Pelzer to review the issue of utilizing minimum security prisoners as trusties. Moved by Mr. Belcastro, seconded by Mr. Secreet, approving the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of March, 1995, in the amount of $63,418.60. District Attorney Pettit questioned Warden Pelzer as to how many electronic monitoring bracelets the County currently has. Warden Pelzer stated that there are currently twenty (20) that are active and ten (10) more on order. He explained that the County changed companies because the previous company could only supply the County with ten (10) monitors so the County went to another company and hopefully will be able to increase this number to thirty. Discussion was held relative to the cost to the inmate for the privilege of having an electronic bracelet. Warden Pelzer noted that work release prisoners are not assessed a rental cost for the bracelet because if the County would charge them, those funds would have to be returned to the State because the bracelets were purchased with PCCD grant funds. District Attorney Pettit questioned that, if in the future, the County could take a look at charging inmates for the cost of a bracelet. Warden Pelzer stated that he could look into this matter. Moved by Mr. Pettit, seconded by Mr. Bassi, approving the bills for the month of March as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) New Business: Commissioner Ford brought up the matter of advertising for the position of a Maintenance Engineer for the new justice center. Some discussion followed regarding this matter. Commissioner Bassi suggested that Sam Marra, Director of Administration, prepare a job description and a listing of qualifications for this position and to proceed as soon as possible with advertising it in newspapers and circulars so that the County can get qualified candidates. Moved by Mr. Belcastro, seconded by Mr. Bassi, that the Prison Board recommend to the Board of Commissioners that the Director of Administration make the proper arrangements to prepare the necessary job description and a listing of qualifications for the position of Maintenance Engineer for the new justice center facility and that the position be advertised as soon as possible as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 500 Executive Session: Moved by Mr. Ford, seconded by Mr. Pettit, that the Board hold an executive session for the purpose of discussing a personnel matter. Motion carried unanimously by Board signifying their approval by stating "Aye". (The Board held an executive session.)
