Minute No. 5-P-95
Washington County Prison Board
Washington, Pa., May 24, 1995
The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference
Room, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky,
Bassi and Ford; Controller Belcastro; and Chief Deputy Sheriff Murray. Absent being: Judge Gilmore and
District Attorney Pettit. Also being present: Warden Pelzer; Deputy Warden Brian Hammett; Linda Hands,
Clerk -Steno II; Jim Jefferson, WJPA; and Jon Stevens, Observer -Reporter.
Chairman Petrosky called the meeting to order at approximately 11:40 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 4-P-95, each member having received a copy.
Moved by Mr. Belcastro, seconded by Mr. Ford, that Minute No. 4-P-95 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for April. 1995:
No monies
Total Work Release and Weekenders:
Work Release were billed $6,090.00
Weekenders were billed $2,820.00
Amount received $10,084.00
No monies were turned over to the Clerk of Courts for collection.
Status of prisoners confined at the end of April, 1995:

Moved by Mr. Bassi, seconded by Mr. Belcastro, approving the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of April, 1995, in the amount of $61,289.08.

Moved by Mr. Belcastro, seconded by Mr. Bassi, approving the bills for the month of April as per
above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of
bills attached hereto and made a part hereof.)
Commissioner Bassi brought to the Board's attention correspondence he received from Dr. Andrew
Balta who expressed interest in being designated in name only (without a retainer) as oral and maxillofacial
surgeon of record at the jail. Some discussion was held regarding this matter.
Chairman Petrosky suggested that Warden Pelzer review this matter and come back to the Board with a
recommendation and also to have the Solicitor review it.
Controller Belcastro reported to the Board that the Jail Inmate Welfare Account audit has been
completed. Moved by Mr. Bassi, seconded by Mr. Belcastro, accepting the audit of the Jail Inmate Welfare
Account. Motion carried unanimously by the Board signifying their approval by stating "Aye".
New Business:
Deputy Warden Brian Hammett, who also serves as Transition Team Coordinator, presented to the
Prison Board a chart showing the tasks and functions that have to be completed now and until the time the
new justice center opens. Mr. Hammett explained the training and logistical move of staff into the new
facility and noted that moving of staff might not be complete until the last week of November. A brief
discussion followed regarding construction and the training of staff.
Commissioner Ford questioned the status of the Maintenance Engineer position. Warden Pelzer
stated that the position has been filled by Carl Hoy and that as soon as he has his physical he will be on
board. A discussion was held on the maintenance engineer position and the procedure that was taken to
hire Mr. Hoy. Commissioners Ford and Bassi and Controller Belcastro requested the Warden to furnish
them a copy of Mr. Hoy's qualifications and his resume.

There being no further business, Chairman Petrosky declared the meeting adjourned at approximately
11:50 a.m.
(Following the meeting the Prison Board members and the Courts took a tour of the New Justice Center.)
