Minute No. 6-P-95
Washington County Prison Board
Washington, Pa., June 14, 1995
The monthly meeting of the Washington County Prison Board was held in the Washington County
Jail, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi
and Ford; Judge Gilmore; Controller Belcastro; and Chief Deputy Sheriff Murray. Absent being: District
Attorney Pettit. Also being present: Warden Pelzer; Gary Bowker of Bowker/Liebert Associates, Jail
Consultant; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; and Joe Smydo, Observer -Reporter.
Chairman Petrosky called the meeting to order at approximately 11:40 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 5-P-95, each member having received a copy.
Moved by Mr. Belcastro, seconded by Mr. Bassi, that Minute No. 5-P-95 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for Mav, 1995:
No monies
Total Work Release and Weekenders:
Work Release were billed $4,830.00
Weekenders were billed $2,640.00
Amount received $9,549.00
$180.00 was turned over to the Clerk of Courts for collection.
Status of prisoners confined at the end of Mav, 1995:

Chairman Petrosky noted that this is the second month in a row that the amount of money the County
has received has been considerably higher which is a direct result of the new program that has been
implemented at the jail for collections.

Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of May, 1995, in the amount of $47,373.04.
Commissioner Ford questioned Warden Pelzer regarding the invoice for film (Alkit Pro Camera,
$1,087.20) used at the jail. Warden Pelzer explained that the film is for the Polaroid camera used in taking
photos of all new inmates coming into the jail.
Moved by Mr. Bassi, seconded by Mr. Belcastro, approving the bills for the month of May as per
above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of
bills attached hereto and made a part hereof.)
Commissioner Bassi questioned a matter relative to the proposed water meter rental rate for the new
jail facility. Chairman Petrosky noted that Sam Marra, Director of Administration, has been directed to look
into this matter and to negotiate with the water company for a better rate. He stated that as soon as Mr.
Marra gets the information from the water company, he will report back to the Board with Mr. Marra's
findings.
Executive Session:
Moved by Mr. Bassi, seconded by Mr. Belcastro, that the Board go into an Executive Session in order
to discuss a matter of pending litigation. Motion carried unanimously by the Board signifying their
approval by stating "Aye".

New Business:
Gary Bowker of Bowker/Liebert Associates, Jail Consultant, reported to the Board on the direct
supervision management training that is being provided this week to the jail staff in order to prepare them
for the new jail facility. Mr. Bowker explained the conceptual overview of the training process for the
transition team and the overall management of a direct supervision jail. He noted that the training consists
of one forty -hour class called "Training the Trainers" for ten transition team members who will
subsequently train the remainder of the staff. He commented that the progress of the transition team, since
its origination back in September, has shown more growth and development than any that he has worked
with.
There being no further business, Chairman Petrosky declared the meeting adjourned at
approximately 12:00 Noon.
