HomeMy WebLinkAboutCOMM - Meeting Minutes - 7-P-95 - 7-12-1995 - PRISON BOARD505 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 7-P-95 Washington County Prison Board Washington, Pa., July 12, 1995 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Bassi; Judge Gilmore; Controller Belcastro; and Chief Deputy Sheriff Murray. Absent being: Commissioner Ford and District Attorney Pettit. Also being present: Warden Pelzer; Wayne Fleming, Executive Director of the Washington County Authority; Linda Hands, Clerk -Steno II; and Jim Jefferson, WJPA. Chairman Petrosky called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 6-P-95, each member having received a copy. Moved by Mr. Belcastro, seconded by Mr. Bassi, that Minute No. 6-P-95 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for Tune. 1995: No monies Total Work Release and Weekenders: Work Release were billed $4,110.00 Weekenders were billed $2,260.00 Amount received $6,968.00 $120.00 was turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of Tune 1995: MALES FEMALES TOTAL Sentenced prisoners 62 6 68 Weekend prisoners 28 1 29 Work Release 27 1 28 Home Detention Program 24 1 25 Unsentenced prisoners Awaiting sentencing 16 1 17 Awaiting trial 80 2 82 TOTAL PRISONERS 237 12 249 No. of inmates doctor saw 154 27 181 New commitments doctor saw 61 Repeat patients doctor saw 120 Sheriff transported 19 inmates (Judge Gilmore entered the meeting.) Chairman Petrosky requested that the Warden include in his report the amounts received on a year-to- date total in addition to the monthly figure. Chairman Petrosky stated that this will reflect the results of hiring an additional staff member to oversee the collection of fees. PRISON BOARD 506 MINUTE BOOK WASHINGTON COUNTY. PENNSYLVANIA Moved by Mr. Belcastro, seconded by Mr. Bassi, to accept the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills: Controller Belcastro presented to the Board for their consideration and approval the bills for the month of June, 1995, in the amount of $62,290.40. Moved by Mr. Belcastro, seconded by Mr. Bassi, approving the bills for the month of June as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) New Business: Wayne Fleming, Executive Director of the Washington County Authority, was present to discuss any concerns, information, or questions of the Board relative to the new correctional facility. Commissioner Bassi questioned the issue that was raised at last month's meeting regarding the proposed water meter rental rate for the new jail facility. Mr. Fleming stated that the matter is being reviewed by the Construction Manager and the Architect. Some discussion was held on this matter. Chairman Petrosky questioned Mr. Fleming as to the construction schedule. Mr. Fleming noted that as of the last report which he received, the contractors were running about 21 days behind the scheduled completion date of July 28th. Discussion followed. Warden Pelzer noted that the tentative date for opening the new facility is Thanksgiving. Chairman Petrosky noted the recent problems that the new Allegheny County Jail is experiencing in terms of the media coverage with so-called deficiencies of the building. He stated that Washington County is being very cautious in terms of the time schedule so as to alleviate the majority of these kinds of problems. He stated that, however, it is naive to assume that when you open a new building of this size that there are not going to be some problems. Warden Pelzer announced to the Board that the jail is instituting a non -tobacco free policy at the prison, effective July 31st. He stated that this will be started in the old jail and carried over into the new facility and it will include staff and inmates. Warden Pelzer noted that it will probably take 2 to 3 months to cut down on the amount of cigarettes that inmates are eligible to purchase in the commissary. He stated that the inmates will be provided with substitutes such as candy or snacks to keep their minds off the nicotine.
