HomeMy WebLinkAboutCOMM - Meeting Minutes - 10-P-95 - 10-18-1995 - PRISON BOARD512 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 10-P-95 Washington County Prison Board Washington, Pa., October 18, 1995 The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky, Bassi and Ford; Controller Belcastro; and Chief Deputy Sheriff Murray. Absent being: Judge Gilmore and District Attorney Pettit. Also being present: Warden Pelzer; Stacy Pokorny, Secretary; Kevin Decker, WJPA; and Joe Smydo, Observer -Reporter. Vice -Chairman Bassi called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 9-P-95, each member having received a copy. There being none, it was noted that Minute No. 9-P-95 would stand approved. Warden's Report: Warden Pelzer presented to the Board the following information: Income from other units for the maintenance of prisoners for September, 1995: $89.25 Total Work Release and Weekenders: Work Release were billed $3,660.00 Weekenders were billed $1,280.00 Amount received for September $5,450.00 Amount received year-to-date $67,054.50 No monies were turned over to the Clerk of Courts for collection. Status of prisoners confined at the end of September 1995: MALES FEMALES TOTAL Sentenced prisoners 54 4 58 Weekend prisoners 14 0 14 Work Release 27 0 27 Home Detention Program 17 9 26 Unsentenced prisoners Awaiting sentencing 22 1 23 Awaiting trial 67 12 79 TOTAL PRISONERS 201 26 227 No. of inmates doctor saw 183 41 224 New commitments doctor saw 101 Repeat patients doctor saw 123 Sheriff transported 15 inmates Vice -Chairman Bassi questioned Warden Pelzer as to why there are repeat exams for inmates. Warden Pelzer explained that these are follow-ups from a sick call and normally a doctor will request to see the inmate again and therefore this is called a "repeat exam". Moved by Mr. Belcastro, seconded by Mr. Petrosky, to accept the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". 513 MINUTE BOOK month of September, 1995, in the amount of $65,608.67. Commissioner Ford questioned Warden Pelzer regarding the status of the budget for the jail. Warden Pelzer informed Commissioner Ford that everything seems to be on track. Moved by Mr. Belcastro, seconded by Mr. Petrosky, approving the bills for the month of September as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) Old Business• Warden Pelzer brought to the Board's attention the matter of the Policies and Procedures Manual for the new correctional facility of which each member was given a copy at last month's meeting. A brief discussion was held regarding the manual. Moved by Mr. Belcastro, seconded by Mr. Petrosky, to approve the Policies and Procedures Manual as submitted by the Warden. Motion carried unanimously by the Board signifying their approval by stating "Aye ".
