Minute No. 11-P-95
Washington County Prison Board
Washington, Pa., November 15, 1995
The monthly meeting of the Washington County Prison Board was held in the 7th Floor Conference
Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Judge
Gilmore; Commissioners Bassi and Ford; Controller Belcastro; District Attorney Pettit; and Sheriff Secreet.
Absent being: Commissioner Petrosky. Also being present: Warden Pelzer; Linda Hands, Clerk -Steno II;
Jim Jefferson, WJPA; Joe Smydo, Observer -Reporter; and Kathy Thomas, Valley Independent.
Vice -Chairman Bassi called the meeting to order at approximately 11:40 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 10-P-95, each member having received a copy.
Moved by Mr. Belcastro, seconded by Mr. Pettit, that Minute No. 10-P-95 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Pelzer presented to the Board the following information:
Income from other units for the maintenance of prisoners for October, 1995:
No monies
Total Work Release and Weekenders:
Work Release were billed $4,980.00
Weekenders were billed $1,220.00
Amount received for October $8,750.00
Amount received year-to-date $75,805.38
No monies were turned over to the Clerk of Courts for collection.

Moved by Mr. Belcastro, seconded by Judge Gilmore, to accept the Warden's Report as per above.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
District Attorney Pettit questioned Warden Pelzer on the number of electronic bracelets that the jail
has currently. Warden Pelzer stated that the jail has access to 31 bracelets and pointed out that 27 are in use
now.

Mr. Pelzer stated that there is some fluctuation at this time, but there is a waiting list for the remainder of
the bracelets.
Vice -Chairman Bassi noted that the State Department of Corrections recently sent
correspondence to the County requesting the possibility of renting space to house state inmates. Warden
Pelzer stated that at this point he does not have a response for the Department of Corrections in light of the
County's transition into the new jail facility. Commissioner Bassi directed Warden Pelzer to inform the
Department of Corrections on behalf of the Prison Board that Washington County cannot make any
comment because of its state of transition and that the County would need some lead time before it could
even consider the possibilities that have been raised in the correspondence.
Discussion was held regarding the opening date of the new jail facility. Commissioner Ford stated
that the official opening date of the new facility has been in a state of flux and therefore he has instructed
Warden Pelzer in the budget hearings yesterday to write a letter to the Director of Administration asking
for an exact date from P.J. Dick as to when this new facility will be turned over to the County. More
discussion followed.
Bills:
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of October, 1995, in the amount of $44,793.50.
Moved by Mr. Belcastro, seconded by Mr. Pettit, approving the bills for the month of October as per
above. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of
bills attached hereto and made a part hereof.)
New Business:
District Attorney Pettit brought to the Board's attention that he just received notice that a lawsuit has
been filed by Attorney Pangburn on behalf of Richard Moze, an inmate at the Jail. Warden Pelzer stated he
has not received the suit as of yet nor have the other Prison Board members. Some discussion was held on
this matter. Mr. Pettit noted that as soon as he finds out more information regarding the status of this suit
he will inform the Board members.
There being no further business, Vice -Chairman Bassi declared the meeting adjourned at
approximately 11:50 a.m.
