The Annual Reorganization and monthly meeting of the Washington County Prison Board was held in the
7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being

present: Judge Gilmore; Commissioners J. Bracken Burns, Sr., Diana L. Irey and Scott H. Fergus; Controller
Belcastro and Sheriff Larry Maggi. Absent being: District Attorney Pettit. Also being present: Deputy Warden
Hammett; Bill McGowen, Director of Administration; Assistant Solicitor Jill Devine; Linda Belcher, Secretary; Joe
40 Smydo, Observer -Reporter and Kathy Thomas, Valley Independent.
Presiding Chairman Irey called the meeting to order at approximately 11:30 a.m. and entertained
nominations for Chairman, Vice -Chairman and Secretary.
Moved by Mrs. Irey, seconded by Mr. Maggi, nominating Commissioner Burns as Chairman, Commissioner
Fergus as Vice -Chairman and Mr. Belcastro as Secretary of the Prison Board for 1999.
Motion carried unanimously by the Board signifying their approval by stating Aye.
Chairman Burns noted that District Attorney Pettit was recovering from surgery that was performed this
morning and doing well at this time.
MEETING DATES AND TIMES
It was the consensus of the Board that the Prison Board meet at 11:30 a.m. on the dates listed below which
coincide with the same week of a bi-weekly meeting of the Board of Commissioners:
January 20 July 21
February 17 August 18
March 17 (at Jail) September 15 (at Jail)
April 28 October 27
May 26 November 24
June 23 (at Jail) December 22 (at Jail)
APPROVAL OF MINUTES
Chairman Burns asked if there were any corrections, additions or omissions to Minute No. 12-P-987, dated
December 16, 1998. Moved by Mr. Belcastro, seconded by Mr. Maggi, that Minute No. 12-P-98 be approved as
written. Motion carried unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT
Deputy Warden Hammett presented to the Board the following information:
Income from other units for the maintenance of prisoners for December, 1998:

Moved by Mr. Belcastro, seconded by Mr. Pettit, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of December, 1998 in the amount of $58,725.30.
Moved by Mr. Belcastro, seconded by Mrs. Irey, approving the bills for the month of December, 1998.
Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached
hereto and made a part hereof.)
There being no further business, Chairman Burns declared the meeting adjourned at approximately
11:40 a.m.
