Bracken Burns, Sr. and Diana L. Irey; Controller Belcastro; District Attorney Pettit and Sheriff Larry Maggi. Absent being: Judge Gilmore and Commissioner Scott Fergus. Also being present: Warden Pelzer; Bill McGowen, Director of Administration; Assistant Solicitor Jill Devine; Linda Belcher, Secretary; Joe Smydo, Observer -Reporter and Jim Jefferson, WJPA. Chairman Burns called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 1-P-99, dated January 20, 1999. Moved by Mr. Belcastro, seconded by Mr. Maggi, that Minute No. 1-P-99 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT Warden Pelzer presented to the following information to the Board: Income from other units for the maintenance of prisoners for januarv, 1999: Other Counties (Fayette, Greene and TransCor) $ U. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden Pelzer brought to the Board's attention the matter of increasing the Administrative Fee that is charged from 10% to 20%. Warden Pelzer explained that according to Act 84 the Prison Board has the authority to increase the fee charged to the maximum of 20%. Warden Pelzer stated that the increase could generate as much as $32,000.00 a year. Moved by Mr. Belcastro, seconded by Mrs. Irey, to increase the Administrative Fee collected from the Inmate Welfare Account from 10% to 20%. Motion carried unanimously by the Board signifying their approval by stating Aye. Warden Pelzer requested the Board's approval to increase the Inmate Worker Fee from $1.00 per day to $5.00 per day (this is the fee that is applied to an inmate's fines and costs payable to the Clerk of Courts Office). Warden Pelzer noted that the increase to $5.00 would be consistent with the FITS participants. Warden Pelzer stated that Clerk of Courts Barbara Gibbs is agreeable to this increase. A discussion was held on this matter. Moved by Mr. Belcastro, seconded by Mr. Pettit, to increase the Inmate Worker Fee from $1.00 per day to $5.00 per day up to the maximum amount of costs. Motion carried unanimously by the Board signifying their approval by stating Aye. BILLS Controller Belcastro presented to the Board for their consideration and approval the bills for the month of January, 1999 in the amount of $39,072.81. Moved by Mr. Belcastro, seconded by Mrs. Irey, approving the bills for the month of January, 1999. Motion carried unanimously by the Board signifying their approval by stating "Aye".
