HomeMy WebLinkAboutCOMM - Meeting Minutes - 11-P-99 - 11-24-1999 - PRISON BOARDlzip MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 11-P-99 Washington County Prison Board Washington, PA, November 24,1999 The monthly meeting of the Washington County Prison Board was held in the 7' Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners J. Bracken Burns, Sr. and Diana L. Irey; Judge Gilmore; Controller Belcastro; District Attorney Pettit and Sheriff Maggi. Absent being: Commissioner Scott Fergus. Also being present: Warden Joe Pelzer; Bill McGowen, Director of Administration; John Bevec, Commissioner elect; Joe Zupancic, Assistant Solicitor; Linda Belcher, Secretary; Marcia Barna, Commissioner's Office; Joe Smydo, Observer -Reporter, Jim Jefferson, WJPA and Kathy Thomas, Valley Independent; Chris Haines, Herald Standard; Andy Briggs, KDKA; Janice Crompton, Post Gazette; and Stu Brown, WPXI. Chairman Burns called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 10-P-99, dated October 27,1999. Moved by Mr. Belcastro, seconded by Mr. Belcastro, that Minute No.10-P-99 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for October, 1999: Other Counties (Fayette and Greene) $ 16,680.00 U. S. Motion carried unanimously by the Board signifying their approval by stating "Aye". BILLS Controller Belcastro presented to the Board for their consideration and approval the bills for the month of October,1999, in the amount of $40,704.00. Moved by Mr. Belcastro, seconded by Mrs. Irey, approving the bills for the month of October,1999. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) NEW BUSINESS Warden Pelzer gave Board members an update regarding the investigation into the missing monies in the Inmate Commissary Fund. He noted the City Police have been contacted and a criminal investigation is still underway. At this time an Executive Session was called. Warden Pelzer told the Board the Correctional Facility's six captains will not oversee the fund as in the past and Deputy Warden Hammett will be making the deposits and overseeing the account at this point. He also told the Board the Controller's Office has agreed to reconcile the checking account monthly.
