Washington County Prison Board •
Washington, PA, January 28, 2000
The Annual Reorganization and monthly meeting of the Washington County Prison Board was held in the 7'
Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present:

Commissioners John P. Bevec, Diana L. Irey and J. Bracken Burns, Sr.; Judge Gilmore; Deputy Controller Namie; and
Sheriff Maggi. Absent being: District Attorney Pettit. Also being present: Warden Joe Pelzer; Marlene Luketich,
Director of Administration; Michelle Miller, Chief Clerk; Linda Belcher, Secretary; Joe Smydo, Observer -Reporter,
Jim Jefferson, WJPA; Kathy Thomas, Valley Independent; and Chris Haines, Herald Standard. •
Chairman Burns called the meeting to order at approximately 11:35 a.m. and entertained nominations for
Chairman, Vice -Chairman and Secretary.
Moved by Judge Gilmore, seconded by Mrs. Irey, to nominate Mr. Pettit as Chairman of the Prison Board for
the 2000. 1�
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Moved by Mrs. Irey, seconded by Mr. Bevec, to nominate Mr. Burns as Vice -Chairman of the Prison Board for
the year 2000.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Moved by Mr. Maggi, seconded by Mr. Bevec, to nominate Mr. Belcastro as Secretary of the Prison Board for
the year 2000.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Vice -Chairman Burns read correspondence from District Attorney Petitt stating he was not able to attend the
Prison Board meeting on this date due to a previous commitment to attend a Multi -County Task Force Meeting.
Mr. Pettit wrote to inform the Board and news media that his office is making significant progress in regard to
the disappearance of money from the Washington County Correctional Facility Account. Mr. Pettit noted he had •
hoped to conclude the investigation on this matter on or before this date but due to the unusual number of homicides he
is presently involved with he has had to put this investigation temporarily on hold. Mr. Pettit wrote he hopes to give the
Prison Board a full and final report of the investigation at the next Prison Board meeting.
MEETING DATES AND TIMES
It was the consensus of the Board that the Prison Board meet at 11:30 a.m. on the dates listed below which
coincide with the same week of a bi-weekly meeting of the Board of Commissioners:

Vice -Chairman Burns asked if there were any corrections, additions or omissions to Minute No. 12-P-99, dated

I December 16,1999. Moved by Mrs. Irey, seconded by Mr. Maggi, that Minute No. 12-P-99 be approved. Motion
carried unanimously by the Board signifying their approval by stating "Aye".

Warden Pelzer presented the following information to the Board:

Moved by Mr. Bevec, seconded by Mr. Maggi, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Deputy Controller Namie presented to the Board for their consideration and approval the bills for the
month of December,1999, in the amount of $76,595.76.
Judge Gilmore questioned the Warden regarding the invoice from Good Source ($1,425.00) for hoagies.
Warden Pelzer stated this invoice reflects a total order and hoagies may not have been the only item purchased on this
invoice. He noted he would forward to the Board members a copy of the invoice for their review.

Moved by Mr. Namie, seconded by Mrs. Irey, approving the bills for the month of December, 1999. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.) '
There being no further business, Vice -Chairman Burns declared the meeting adjourned at approximately 11:40
a.m.
