Washington County Prison Board
Washington, PA, June 21, 2000
The monthly meeting of the Washington County Prison Board was held at the Correction Facility, Washington,
Pennsylvania, with the following members being present: District Attorney John Petit; Commissioner Diana L. Irey;
Controller Paul Belcastro; Judge Gilmore. Absent being: Judge Gladden, Commissioner Bevec, Commissioner Burns,
and Sheriff Maggi. Also present: Warden Joe Pelzer; Todd Hammond, Assistant Chief Deputy of Operations;
Michelle Miller, Chief Clerk; Richard DiSalle, County Solicitor; Susan Orrick, Executive Secretary to Commissioner
Burns; Vickie Adams, Executive Secretary to Commissioner Bevec; Gary Stofko, summer employee in the Budget and
County Commissioners Office; Judy Chestnutt, Observer -Reporter; Kathy Thomas, Valley Independent; Chris Haines,
Herald Standard; Jim Jefferson and Chris Flickinger, WJPA.
Chairman Pettit called the meeting to order at approximately 11:40 a.m. and asked if there were any
corrections, additions or omissions to Minute No. 5-P-00, dated May 24, 2000. Moved by Mrs. Irey, seconded by Mr.
Belcastro, that Minute No. 5-P-00 be approved. Motion carried unanimously by the Board signifying their approval
by stating "Aye".
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for Mav, 2000:
Other Counties (Fayette and Greene) $ 34,600.00
U.S. Marshal 350.00
Administrative Fee 275.17
Monthly Sub Total 38,025.17
Year to date GRAND TOTAL $143,343.28

Moved by Mrs. Irey, seconded by Mr. Belcastro, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Belcastro presented to the Board for their consideration and approval the bills for the
month of May. 2000, in the amount of $48,565.73.
Moved by Mr. Belcastro, seconded by Mrs. Irey, approving the bills for the month of May, 2000. Motion carried
unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part
hereof.)
OLD BUSINESS
At the request of Chairman Petitt, Warden Joe Pelzer discussed the present status of Corrections Officer Kevin
Davis. He stated Mr. Davis had failed to contact any of the other Prison Board members prior to the meeting in writing
noting his May concerns. Since the Prison Board meeting, Mr. Davis has filed three grievances with the union. The
first dealt with his accusation of harassment by management and has since been withdrawn. The second grievance
related to a th ee day suspension. This grievance was upheld. Finally, Mr. Davis filed a grievance because he was
given a verbal warning for derogatory remarks made towards the warden and his staff. The Warden has withdrawn
the verbal reprimand.
There being no further business, Chairman Pettit adjourned the meeting, second by Mr. Belcastro, at
approximately 11:46 a.m.
