Minute No. 10-P-01
Washington County Prison Board
Washington, PA, October 17, 2001
The Washington County Prison Board met for its monthly meeting in the Washington County Correctional
Facility, Washington, Pennsylvania, with the following members being present: Commissioners John P. Bevec and
Diana L. Irey, District Attorney John Pettit and Deputy Controller Mike Namie. Absent being: Vice Chairman J.
Bracken Burns, Sr. and Judge David L. Gilmore. Also being present: Warden Joe Pelzer; Cathi Kresh,
Administrator/Chief Clerk; Solicitor Richard DiSalle; Linda Belcher, Administrative Assistant; Sue Orrick,
Commissioner Burns Office; Michelle Miller, Director of Human Resources; Chief Deputy John Rheel; Jim Jefferson,
WJPA and Judy Chestnutt, Observer -Reporter.
Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve
Minute No. 9-P-01, each member having received a copy.
Moved by Mr. Bevec, seconded by Mrs. Irey, that Minute No. 9-P-01 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:

Moved by Mrs. Irey, seconded by Mr. Bevec, accepting the Warden's Report as per above. Motion •
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Deputy Controller Namie presented to the Board for their consideration and approval the bills for the
month of September, 2001 in the amount of $61,000.71.
Moved by Mrs. Irey, seconded by Mr. Namie, approving the bills for the month of September, 2001. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.)
OLD BUSINESS
Warden Pelzer noted the State conducted its inspection of the correctional facility. Mr. Pelzer also reported the
staff of the facility recently went through drug testing and all results were negative.
Chairman Pettit questioned Warden Pelzer as to whether there would be a written report regarding the
inspection at the facility. Warden Pelzer explained that the initial inspection noted the facility didn't have a quarterly
report from the County's health care provider. Mr. Pelzer noted Washington Hospital has provided him with a
quarterly report and it is on file.
Warden Pelzer stated he has sent a letter to President Judge Gladden and the Court Administrator to inform
them when the correctional facility receives commitments the State expects the facility to have a copy of the
complaint sheet of the inmate being committed and what the circumstances of the crime that he/she committed,
along with their rap sheet. Warden Pelzer noted these items have been corrected and the State is pleased with
these actions.
NEW BUSINESS
Chairman Pettit brought to the Board's attention the issue of double -bunking at the facility which was
discussed at last month's meeting.
Warden Pelzer explained it would not be possible to double bunk in every cell in every housing area due to the 9
fact this would require double staffing. He stated it would be possible to double bunk 30 cells in the medium security
section of the facility and the female housing area. Mr. Pelzer pointed out he would need the consensus of the Prison
Board to move forward with this double bunking procedure.
Chairman Pettit questioned Warden Pelzer if this double bunking of 30 cells will eliminate the immediate
housing problems at the facility.
Some discussion was held regarding double bunking at the facility.
Chairman Pettit entertained a motion directing the Warden to proceed with his program as presented to double
bunk at the correctional facility. i
Moved by Mr. Bevec, seconded by Mrs. Irey, directing the Warden to proceed with double bunking as presented
to the Prison Board.
Motion carried unanimously by the Board signifying their approval by stating "Aye".

The Board suggested Warden Pelzer contact Nancy Bielawski, of the Purchasing Department, to coordinate any
necessary paper work that may be needed to proceed with double bunking and the Budget Office.
Chairman Pettit called an Executive Session in order to review and discuss a personnel matter.
Meeting reconvened.
Chairman Pettit noted for the media that an Executive Session was held to discuss personnel
matters with some possible discipline and that at this time no vote was taken on the matter.
There being no further business, Chairman Pettit declared the meeting adjourned at approximately
12:15 p.m.
