HomeMy WebLinkAboutCOMM - Meeting Minutes - 11-P-01 - 11-17-2001 - PRISON BOARDMINUTE PRISON BOARD BOOK WASHINGTON COUNTY, PENNSYLVANIA Minute No.11-P-01 Washington County Prison Board Washington, PA, November 17, 2001 The Washington County Prison Board met for its monthly meeting in the Washington County Correctional Facility, Washington, Pennsylvania, with the following members being present: Commissioners John P. Bevec, Diana L. Irey, J. Bracken Burns, District Attorney John Pettit and Deputy Controller Mike Namie. Absent being: Judge David L. Gilmore. Also being present: Warden Joe Pelzer; Cathi Kresh, Administrator/Chief Clerk; Solicitor Richard DiSalle; Linda Belcher, Administrative Assistant; Michelle Miller, Director of Human Resources; Assistant Solicitor Stan Mitchell; Chief Deputy John Rheel; Jim Jefferson, WJPA; Linda Metz and Judy Chestnut, Observer - Reporter. Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve Minute No. 10-P-01, each member having received a copy. Moved by Mrs. Irey, seconded by Mr. Bevec, that Minute No. 10-P-01 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for October, 2001: U. S. E BILLS I a m m Deputy Controller Namie presented to the Board for their consideration and approval the bills for the month of October, 2001 in the amount of $51,739.47. E O a Moved by Mrs. Irey, seconded by Mr. Bevec, approving the bills for the month of October, 2001. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and a made a part hereof.) • OLD BUSINESS Warden Pelzer informed the Board he has ordered all the materials to proceed with double bunking at the correctional facility. He informed the Board a member of his staff , who is a certified welder, is willing to donate his time to do the welding. Mr. Pelzer stated this would save approximately $3,000.00 in expenses to the county versus hiring a contractor to do the welding. Mr. Pelzer also reported all items for the double bunking have been ordered, i.e., sheets, mattresses and pillows. NEW BUSINESS Sheriff Maggi questioned the Board if there is a tracking system regarding social security benefits to someone if there are incarcerated in the correctional facility. Warden Pelzer explained there is a system that has been place for a number of years that once you are incarcerated you lose those benefits and the correctional facility does not accept anything but money orders and certified checks. Some discussion followed on this matter. Commissioner Burns suggested having the legislator look into amending the law that shuts off the benefits that says when a person goes to jail their personal benefits are shut off at the cost of incarceration. He noted this would certainly be helpful to the county. A discussion was held on this matter. Chairman Pettit suggested Solicitor DiSalle review the Social Security law and see what provisions are in place regarding this issue. Chairman Pettit called for an Executive Session to discuss personnel matters with possible disciplinary action. Meeting reconvened.
