Minute No. 12-P-01
Washington County Prison Board
Washington, PA, December 12, 2001
The Washington County Prison Board met for its monthly meeting in the Washington County Correctional
Facility, Washington, Pennsylvania, with the following members being present: Commissioners John P. Bevec,
Diana L. Irey, J. Bracken Burns, District Attorney John Pettit; Deputy Controller Mike Namie and Captain Jim
Altman, Sheriffs Office. Absent being: Judge David L. Gilmore. Also being present: Warden Joe Pelzer; Cathi
Kresh, Administrator/Chief Clerk; Solicitor Richard DiSalle; Linda Belcher, Administrative Assistant; Michelle Miller,
Director of Human Resources; Jim Jefferson, WJPA; and Linda Metz, Observer -Reporter.
Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve
Minute No. 11-P-01, each member having received a copy.
Moved by Mrs. Irey, seconded by Mr. Namie, that Minute No. 11-P-01 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:

Deputy Controller Namie presented to the Board for their consideration and approval the bills for the

month of November, 2001 in the amount of $72,142.65.
Moved by Mr. Namie, seconded by Mr. Bevec, approving the bills for the month of November, 2001. Motion

carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
• made a part hereof.)
OLD BUSINESS
Chairman Pettit briefed the Board regarding a personnel issue that was discussed at last month's meeting. Mr.
Pettit stated the issue was resolved with the employee resigning and agreeing to a buyout. Mr. Pettit noted this action
actually saved the County money and all parties involved are satisfied.
NEW BUSINESS
Regarding the budget at the jail, Commissioner Irey stated she contacted Warden Pelzer to see if there was any
way cuts could be made at the facility. She stated Warden Pelzer looked into all areas of his budget and devised a plan,
with approval from the Prison Board, to increase the fees charged to inmates for work release and weekenders.
Warden Pelzer stated the work release inmates are currently charged 18% of their income and would like to increase
that amount to 23%. Warden Pelzer noted in other third and fourth class counties surveyed, these rates are actually
mid range with what other counties charge their inmates. Also, Warden Pelzer stated he would like to increase the
amount weekenders pay, $30.00, to $40.00 per weekend spent at the facility. Once again, Warden Pelzer noted this
amount is mid range with other third and fourth class counties.
Warden Pelzer noted with this increase in charges for work release and weekenders the facility will generate
• revenues by $45,000.00 for next year.
Moved by Mr. Bevec, seconded by Mrs. Irey, to increase the amount charged to work release and weekenders
detained at the correctional facility by 23% as outlined by the Warden.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
The Board held discussion with regards to the inmate workers receiving monies from the general fund vs. the
inmate welfare fund, which is approximately $11,000.00 per year. Mr. Namie explained how the inmate and welfare
account is currently handled. Mr. Namie suggested the Solicitor's Office research and interprets Title 37 to see if it is
permissible to make these types of payments from the Inmate Welfare account. He further stated until this is
• completed, he would continue to make these payments from the General Fund.
Moved by Mrs. Irey, seconded by Mr. Bevec, to begin the process of paying inmates from the inmate welfare
fund, upon approval by the Solicitor reviewing Title 37. Motion carried unanimously by the Board signifying their
" approval by stating Aye".
