HomeMy WebLinkAboutCOMM - Meeting Minutes - 1-P-03 - 1-15-2003 - PRISON BOARD206 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 1-P-03 Washington County Prison Board Washington, PA, January 15, 2003 The Annual Reorganization and monthly meeting of the Washington County Prison Board was held in the 7tn Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Diana L. Irey and J. Bracken Burns, Sr.; Judge Debbie O'Dell Seneca; District Attorney John Pettit; Controller Michael Namie; and Sheriff Larry Maggi. Absent being: Commissioner John Bevec. Also being present: Warden Joe Pelzer; Cathi Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Michelle Miller, Director of Human Resources; Linda Belcher, Administrative Assistant; Randy Vankirk, Deputy Controller; Vicki Adams, Commissioner Bevec's Office; Stacy Wolford, Valley Independent; Linda Ritzer, Observer -Reporter, and Jim Jefferson, WJPA. Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained nominations for Chairman, Vice -Chairman and Secretary. Moved by Mrs. Irey, seconded by Mr. Namie, to retain the prior board members for 2003; that being: Chairman — District Attorney John Pettit Vice -Chairman — Commissioner J. Bracken Burns, Sr. Secretary — Controller Michael Namie Motion carried unanimously by the Board signifying their approval by stating "Aye". Chairman Pettit welcomed Judge O'Dell Seneca, who will be representing the Courts, as a member of the Prison Board. MEETING DATES AND TIMES It was the consensus of the Board that the Prison Board meet at 11:30 a.m. on the dates listed below which coincide with the same week of a bi-weekly meeting of the Board of Commissioners: January 15 July 16 February 19 August 20 March 19 (Jail) September 17 (Jail) April 6 October 15 May 14 November 19 June 18 (Jail) December 17 (Jail) Moved by Mrs. Irey, seconded by Judge O'Dell, approving the meeting dates and times as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". APPROVAL OF MINUTES Chairman Pettit asked if there were any corrections, additions or omissions to Minute No. 12-P-02, dated 0 December 18, 2002. Moved by Mrs. Irey, seconded by Mr. Maggi, that Minute No. 12-P-02 be approved. Motion carried unanimously by the Board signifying their approval by stating "Aye". Motion carried unanimously by the Board signifying their approval by stating "Aye". BILLS Controller Namie presented to the Board for their consideration and approval the bills for the month of December, 2002 in the amount of $89,501.93. Moved by Mr. Namie, seconded by Mrs. Irey, approving the bills for the month of December, 2002. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) The Board gave Judge O'Dell Seneca a brief history of the expensive drugs for inmates who are prescribed 0 "psycho drugs" and the urgency to move them through the court system. OLD BUSINESS Warden Pelzer reported to the Board that an arbitrator recently upheld the county's position to fire Keith Davis, Correctional Officer at the jail.
