Washington County Prison Board
Washington, PA, February 19, 2003
The Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners John P. Bevec and J. Bracken
Burns, Sr.; District Attorney John Pettit; Controller Michael Namie; and Sheriff Larry Maggi. Absent being:
Commissioner Diana L. Irey and Judge Debbie O'Dell Seneca. Also being present: Deputy Warden John Temas and
Brian Hammett; Cathi Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Michelle Miller, Director of
Human Resources; Linda Belcher, Administrative Assistant; Randy Vankirk, Deputy Controller; Joann Metz,
Commissioner Irey's Office; Stacy Wolford, Valley Independent; Linda Metz, Observer -Reporter, and Jim Jefferson,
WJPA.
Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve
Minute No. 1-P-03.
Moved by Mr. Bevec, seconded by Mr. Maggi, approving Minute No. 1-P-03 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT
Deputy Warden Temas presented the following information to the Board:
Income from other units for the maintenance of prisoners for Januarv. 2003:

Moved by Mr. Bevec, seconded by Mr. Maggi, accepting the Warden's Report as per above. Motion 0
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills for the
month of January, 2003 in the amount of $75,182.54.
Moved by Mr. Namie, seconded by Mr. Bevec, approving the bills for the month of January, 2003. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
Chairman Pettit made reference to correspondence the Board received from Warden Pelzer regarding the Good
News Jail and Prison Ministry.
Deputy Warden Temas requested the Board's support to move forward with the organization's proposal to
provide the religious needs of the inmates.
Commissioner Burns questioned Deputy Warden Temas as to why the county was paying for this service when it
was the understanding that this would be a self-supporting program.
Deputy Warden Hammett explained the monies would come from the Inmate Welfare Account but stated the
first year the facility would fund the program and as time goes on from year to year the amount would be half.
Some discussion followed on this matter regarding the use of the Inmate Welfare Account and it was noted no
monies from the General Fund would be used for this program.
There being no further business, Chairman Pettit declared the meeting adjourned at approximately 11:45 a.m.
