Bevec, Diana L. Irey and J. Bracken Burns, Sr.; District Attorney John Pettit; Judge Debbie O'Dell Seneca; Sheriff Larry Maggi and Controller Michael Namie. Also being present: Cathi Kresh, Administrator/Chief Clerk; Richard DiSalle, Solicitor; Michelle Miller, Director of Human Resources; Linda Belcher, Administrative Assistant; Warden Joe Pelzer; Randy Vankirk, Deputy Controller; Linda Metz, Observer -Reporter, and Jim Jefferson, WJPA. Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve Minute No. 3-P-03. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 3-P-03 as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for March, 2003: Fayette County $ 629.06 U.S. Marshall 7,890.83 Administrative Fee 3,969.70 Monthly Sub Total 12,216.59 Year to date GRAND TOTAL $ 26,928.20 ProLyram Fees and Room and Board Income for the Month of March, 2003: Work Release/Home Detention Weekenders Turned over to Clerk of Courts (Minus) Adjustments made to billings (Minus) Monthly Sub -Total Year to date GRAND TOTAL Status of prisoners confined at the end of February, 2003: Full Time Work Release Weekend prisoners Unsentenced prisoners Awaiting sentencing and/or trial TOTAL PRISONERS Examinations performed by the physician New commitments Repeat patients Billed Collected $10,956.53 $10,603.53 $ 3,447.00 $ 3,287.00 -0- -0- $14,403.53 $13,890.53 $ 46,047.08 $ 46,092.08 MALES FEMALES TOTAL 86 8 94 60 4 64 27 9 36 143 15 158 316 36 352 MALES FEMALES TOTAL 110 33 143 Medical Transports performed by the Sheriff 6 36 107 Moved by Mrs. Irey, seconded by Mr. Namie, accepting the Warden's Report as per above. Motion carried unanimously by the Board signifving their approval by statinLy "Ave". 214 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA BILLS Is Controller Namie presented to the Board for their consideration and approval the bills for the month of March, 2003 in the amount of $78,354.09. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the bills for the month of March, 2003. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS Commissioner Irey brought to the Board's attention a matter concerning the discontinuation of two drug and alcohol treatment programs for inmates due to proposed cuts in the state budget. Commissioner Irey questioned Warden Pelzer if funding could possibly come from the Inmate Welfare Fund. Warden Pelzer stated the account does not have enough money to support the programs. Commissioner Irey then questioned Warden Pelzer if the Good News Ministry could offer similar programs to the inmates. Warden Pelzer noted the programs can only be offered through licensed service providers and the ministry is not licensed to provide such programs. Warden Pelzer noted there is the possibility that in June of this year the governor may put the money back into the budget to administer these programs. Solicitor DiSalle was directed to look into whether or not the county is required under county code to provide these programs. Commissioner Irey pointed out if these programs do not receive the necessary state funding, the Board of Commissioners will have to plan on picking up the cost next year.
