The Annual Reorganization and monthly meeting of the Washington County Prison Board was held in the 7cn

vFloor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present:
0 Commissioners Larry Maggi, J. Bracken Burns, Sr. and Diana L. Irey, Judge Debbie O'Dell Seneca; District Attorney
John Pettit; Controller Michael Namie; and Acting Sheriff John Rheel. Also being present: Warden Joe Pelzer; Mary
a Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Michelle Miller, Director of Human Resources; Linda Belcher,
. Administrative Assistant; Stacy Wolford, Valley Independent; Linda Metz, Observer -Reporter, and Jim Jefferson,
WJPA.
Chairman Pettit called the meeting to order at approximately 11:35 a.m. and entertained nominations for
Chairman, Vice -Chairman and Secretary.

Moved by Mrs. Irey, to nominate District Attorney Pettit as Chairman of the Prison Board.
Motion dies for a lack of a second.
Moved by Mr. Burns, seconded by Mr. Rheel, to nominate Commissioner Maggi as Chairman of the Prison
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Moved by Mr. Pettit, seconded by Mrs. Irey, to nominate Commissioner Burns as Vice Chairman of the Prison
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Moved by Mrs. Irey, seconded by Mr. Burns, to nominate Controller Namie as the Secretary of the Prison
Board.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
(Judge O'Dell Seneca entered the meeting.)
• MEETING DATES AND TIMES
It was the consensus of the Board that the Prison Board will meet at 11:30 a.m. on the dates listed below which
coincide with the same week of a bi-weekly meeting of the Board of Commissioners:
January 14 July 14
February 18 August 18
March 17 (Jail) September 15 (Jail)
April 6 October 15
May 19 November 17
June 16 (Jail) December 15 (Jail)
Moved by Mr. Burns, seconded by Mrs. Irey, approving the meeting dates and times as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".

APPROVAL OF MINUTES 0
Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 12-P-03, dated
December 17, 2003.
Moved by Mrs. Irey, seconded by Mr. Pettit, that Minute No. 12-P-03 be approved as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for December, 2003:
Tylenol Deductions for 2003 $ 1,481.10
U S. Marshals $ 6,200.00
Administrative Fee 262.55
Monthly Sub Total 7,943.65
Year to date GRAND TOTAL $108,805.83

Moved by Mrs. Irey, seconded by Judge O'Dell, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills for the
month of December, 2003 in the amount of $52,533.74. 0
Moved by Mr. Namie, seconded by Mrs. Irey, approving the bills for the month of December, 2003. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.)
