Minute No. 3-P-04
Washington County Prison Board
Washington, PA, March 17, 2004
The Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, J. Bracken Burns,
Sr., Diana L. Irey; Judge Debbie O'Dell; Controller Michael Namie and Acting Chief Deputy Sheriff Bill Bryker.
Absent being: District Attorney John Pettit. Also being present: Warden Joe Pelzer; Mary Helicke, Chief Clerk;
Lynn DeHaven, Solicitor; Michelle Miller, Director of Human Resources; Linda Belcher, Administrative Assistant; Ed
Hank, Correctional Officer; Steve D'Emidio, intern; Stacy Wolford, Valley Independent; Linda Metz, Observer -
Reporter, and Jim Jefferson, WJPA.
Chairman Maggi called the meeting to order at approximately Noon and entertained a motion to approve
Minute No. 2-P-04.
Moved by Mr. Burns, seconded by Mrs. Irey, approving Minute No. 2-P-04 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
PUBLIC COMMENTS
Vice -Chairman Burns suggested an executive session be called to discuss the appropriate time for public
comment of the meeting and a personnel issue.
At this time, Chairman Maggi called an executive session.
Meeting reconvened at this time.
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for Februarv, 2004:

Moved by Mrs. Irey, seconded by Mr. Maggi, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills for the
month of February, 2004 in the amount of $59,233.82.
Moved by Mr. Namie, seconded by Mr. Burns, approving the bills for the month of February, 2004. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
Warden Pelzer requested an executive session to discuss a personnel matter.
An Executive Session was held and after discussion, Mr. Hank was given an opportunity to speak to the Board
regarding a personnel issue.
Chairman Maggi reconvened the meeting.
Chairman Maggi noted a recommendation has been made to terminate Correctional Officer Edward Hank.
Moved by Acting Chief Deputy Sheriff Bryker, seconded by Mr. Burns, approving the termination of
Correctional Officer Edward Hank.
Roll call vote taken:
Mr. Maggi — Yes; Mr. Burns - Yes;
Mrs. Irey — Yes. (Commissioner Irey noted for the record, she would like action taken on the procedure of
handling payroll slips at the Correctional Facility to prevent this type of situation from happening again.
She pointed out someone needs to be checking and approving the payroll slips as they are submitted and
should be held accountable if this situation would occur in the future.)
Judge O'Dell — Yes; Mr. Bryker — Yes; Mr. Namie — Yes.
Motion carried unanimously.
For clarification purposes, Vice -Chairman Burns noted his "Yes" note has nothing to do with
Commissioner Irey's comment.
40 Judge O'Dell brought to the Board's attention a pilot program for mental patients that deals with minor
offenses and keeping the patients out of prison that was discussed at a seminar she recently attended in Philadelphia.
She stated she is going to send the board members information packets regarding this program and to possibly consider
this type of program in the Correctional Facility. Judge O'Dell noted after the Board has had an opportunity to
review the packets, discussion on this pilot program could be held at a later meeting.

WASHINGTON COUNTY, PENNSYLVANIA
Vice -Chairman Burns saluted Judge O'Dell for bringing this matter to the Board's attention. As a member of
the MH/MR Board, he stated this is an issue that should be addressed.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately 1:00 p.m.
