LL The Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square Office

m Building, Washington, Pennsylvania, with the following members being present: Commissioner Diana L. Irey; Judge
n Debbie O'Dell Seneca; Deputy Controller Randy Vankirk; Sheriff John Rheel and District Attorney John Pettit.

Absent being: Commissioners Bracken Burns and Larry Maggi. Also being present: Warden Joe Pelzer; Mary
o Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Scott Fergus, Director of Administration; Linda Belcher,
Administrative Assistant; Sue Orrick, Commissioner's Office; Janice Urban, Human Resources; Barbara Miller,
iObserver -Reporter and Jim Jefferson, WJPA.
Secretary Vankirk called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve
Minute No. 10-P-04.
Moved by Mrs. Irey, seconded by Sheriff Rheel, approving Minute No. 10-P-04 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for October, 2004

Administrative Fee 2,470.71
Social Security 4,400.00
Monthly Sub Total 14,903.09
Year to date GRAND TOTAL $ 133,716.46

Moved by Mrs. Irey, seconded by Judge O'Dell Seneca, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the month
of October, 2004 in the amount of $82,503.46.
Moved by Judge O'Dell Seneca, seconded by Sheriff Rheel, approving the bills for the month of October.
Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.) i
NEW BUSINESS
District Attorney Pettit briefed the Board on the recent coroner's inquest pertaining to the suicide that took
place at the correctional facility. He stated he was very proud of the manner in which the witnesses handled the
testimony and the suicide situation at the facility. Mr. Pettit noted the correctional officers, nurses and other staff
involved handled the situation flawlessly after the discovery of the victim and credited them with a job well done.
At this time an executive session was held to discuss a personnel issue.
Meeting reconvened.
There being no further business, Secretary Vankirk declared the meeting adjourned at approximately
12:15 p.m.
