Bracken Burns, Sr. and Diana L. Irey, President Judge Debbie O'Dell Seneca; District Cc Attorney John Pettit; Deputy Controller Randy Vankirk; and Sheriff Sam Romano. Also being present: Warden Joe Pelzer; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Michelle Miller, Director of Human Resources; Linda Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Barbara Miller, Observer -Reporter, and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 11:35 a.m. and entertained nominations for Chairman, Vice -Chairman and Secretary. Moved by Mrs. Irey, seconded by Mr. Burns, to nominate Commissioner Maggi as Chairman of the Prison Board. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mrs. Irey, seconded by Mr. Pettit, to nominate Commissioner Burns as Vice Chairman of the Prison Board. Motion carried unanimously by the Board signifying their approval by stating "Aye". Moved by Mr. Pettit, seconded by Mrs. Irey, to nominate Mr. Namie as Secretary of the Prison Board. Motion carried unanimously by the Board signifying their approval for the foregoing nominations by stating "Aye". MEETING DATES AND TIMES It was the consensus of the Board that the Prison Board will meet at 11:30 a.m. on the dates listed below which coincide with the same week of a bi-weekly meeting of the Board of Commissioners: January 18 July 19 February 15 August 16 March 15 (Jail) September 20 (Jail) April 19 October 18 May 17 November 15 June 14 (Jail) December 20 (Jail) APPROVAL OF MINUTES Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 12-P-05, dated December 7, 2004. Moved by Judge O'Dell Seneca, seconded by Mrs. Irey, that Minute No. 12-P-05 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". 00 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for December, 2005: Social Security $ 1,200.00 U S. Marshals $ 4,150.00 Administrative Fee 1,941.86 Homeland Security/ICE 250.00 Monthly Sub Total 9,087.77 Year to date GRAND TOTAL $144,544.79 Program Fees and Room and Board Income for the Month of December, 2005: Billed Collected • Work Release $20,941.70 $20,761.70 Weekenders $ 1,860.00 1,860.00 Turned over to Clerk of Courts (Minus) -0- Adjustments made to billings (Minus) -0- Monthly Sub -Total $22,801.70 $22,621.70 Year to date GRAND TOTAL $248,398.21 $248,053.21 Status of prisoners confined at the end of December. 2005: MALES FEMALES TOTAL Full Time 90 14 104 Work Release 44 5 49 Weekend prisoners 8 2 10 Unsentenced prisoners Awaiting sentencing and/or trial 127 22 149 TOTAL PRISONERS 269 43 312 MALES FEMALES TOTAL Examinations performed by the physician 130 52 182 New commitments 50 Repeat patients 132 Medical Transports performed by the Sheriff 13 Moved by Mrs. Irey, seconded by Judge O'Dell, accepting the Warden's Report as per above. Motion • carried unanimously by the Board signifying their approval by stating "Aye". BILLS Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the month of December, 2005 in the amount of $121,116.00. Moved by Mr. Vankirk, seconded by Judge O'Dell Seneca, approving the bills for the month of December, 2005. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.)
