Minute No. 2-P-06
Washington County Prison Board
Washington, PA, February 15, 2006
The Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, J. Bracken Burns,
Sr., Diana Irey; President Judge Debbie O'Dell Seneca; Controller Michael Namie and Sheriff Sam Romano. Absent
being: District Attorney John Pettit. Also being present: Warden Joe Pelzer; Mary Helicke, Chief Clerk; Lynn
DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Barbara Miller, Observer -Reporter, and Jim Jefferson,
WJPA.
Chairman Maggi called the meeting to order at approximately 11:30 a.m. and entertained a motion to approve
Minute No.1-P-06.
Moved by Mrs. Irey, seconded by Mr. Romano, approving Minute No. 1-P-06 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for Januarv, 2006:

BILLS 0
Controller Namie presented to the Board for their consideration and approval the bills for the
month of January 2006 in the amount of $90,481.17.
Moved by Mr. Namie, seconded by Mrs. Irey, approving the bills for the month of January, 2006. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.)
OLD BUSINESS
None
EXECUTIVE SESSION
An executive session was called by Solicitor DeHaven to update and discuss with the board a Writ of Summons
that was received recently.
NEW BUSINESS
President Judge O'Dell Seneca addressed the Board regarding the extra number of inmates incarcerated at the
correctional facility for contempt of court due to failure to pay child support. She stated the courts are sensitive to the
fact there is an overcrowding situation at the facility and Domestic Relations is doing the best they can with this
problem.
Discussion was held on the feasibility of placing a building on county property for minimum -security prisoners
to help alleviate the overcrowding at the correctional facility.
Commissioner Irey requested Warden Pelzer report back to the board with information on this matter.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately Noon.
