HomeMy WebLinkAboutCOMM - Meeting Minutes - 3-P-06 - 3-15-2006 - PRISON BOARDMINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA �1 1 E a U_ v a m 0 a> E Q cc a • 1 0 1 Minute No. 3-P-06 Washington County Prison Board Washington, PA, March 15, 2006 The Washington County Prison Board was in the Washington County Correctional Facility, West Cherry Street, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi and Diana Irey; President Judge Debbie O'Dell Seneca; Deputy Controller Randy Vankirk; Chief Deputy Jim Dalessandro and District Attorney John Pettit. Absent being: Commissioner Bracken Burns. Also being present: Warden Joe Pelzer; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Michelle Miller Kotula, Director of Human Resources; Joy Sprowls and Sue Orrick, Commissioner's Office; Linda Ritzer, Observer -Reporter, and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve Minute No. 2-P-06. Moved by Judge O'Dell Seneca, seconded by Mrs. Irey, approving Minute No. 2-P-06 as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". PUBLIC COMMENTS Isabel Mooney addressed the Board regarding her son, Brian Steel, who alleges he was beaten while incarcerated at the correctional facility. Discussion was held surrounding the events that took place on the day of the incident. Judge O'Dell Seneca informed Mrs. Mooney she has not had an opportunity to review the tape at this time but would report back to the Board members and Mrs. Mooney with any findings. Mrs. Mooney thanked the Board for their time. WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for February 2006: U S. Motion carried unanimously by the Board signifying their approval by stating "Aye". BILLS Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the month of February 2006 in the amount of $111,282.09. Moved by Mr. Vankirk, seconded by Mrs. Irey, approving the bills for the month of February 2006. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS Warden Pelzer gave board members an update on information he has obtained on the matter of alternative housing for inmates. EXECUTIVE SESSION An executive session was called by Solicitor DeHaven to update and discuss with the board a Writ of Summons that was received recently.
