HomeMy WebLinkAboutCOMM - Meeting Minutes - 4-P-06 - 4-19-2006 - PRISON BOARDMINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA 21 E J C] L Minute No. 4-P-06 Washington County Prison Board Washington, PA, April 19, 2006 The Washington County Prison Board .was held in the 7ch Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi and Diana Irey; President Judge Debbie O'Dell Seneca; Deputy Controller Randy Vankirk and Sheriff Sam Romano. Absent being: Commissioner Bracken Burns, District Attorney John Pettit and Controller Mike Namie. Also being present: Warden Joe Pelzer; Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven and Mary Lynn Drewitz, Solicitors; Linda Belcher, Administrative Assistant; Tim McCullough, Director of Human Resources; Josh Carroll, District Attorney's Office; Barbara Miller, Observer -Reporter, and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve Minute No. 3-P-06. Moved by Mrs. Irey, seconded by Judge O'Dell Seneca, approving Minute No. 3-P-06 as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for March. 2006: U S. Marshall $ 5,700.00 Administrative Fee 2,390.97 Monthly Sub Total 8,090.97 Year to date GRAND TOTAL $ 26,215.55 Program Fees and Room and Board Income for the Month of March. 2006 Billed Collected Work Release $20,505.35 $20,570.35 Weekenders $ 1,885.00 $ 1,885.00 Turned over to Clerk of Courts (Minus) -0- Adjustments made to billings (Minus) -0- Monthly Sub -Total $22,390.35 $22,455.35 Year to date GRAND TOTAL $54,670.15 $54,617.15 Status of prisoners confined at the end of March. 2006 Full Time Work Release Weekend prisoners Unsentenced prisoners Awaiting sentencing and/or trial TOTAL PRISONERS Examinations performed by the physician New commitments Repeat patients MALES FEMALES TOTAL 90 8 98 46 5 51 6 3 9 132 26 158 274 42 316 MALES FEMALES TOTAL 129 46 175 51 124 MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Medical Transports performed by the Sheriff 12 Moved by Mrs. Irey, seconded by Judge O'Dell Seneca, accepting the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". Commissioner Irey questioned Warden Pelzer on the amount of beds that would be available with double - bunking. He informed Commissioner Irey there are approximately 135 additional beds available, if there is a need for them. BILLS Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the month of March, 2006 in the amount of $57,8933.11. Moved by Mr. Vankirk, seconded by Judge O'Dell Seneca, approving the bills for the month of March 2006. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS An executive session was called to discuss a personnel issue. (S. Campbell) Co -Chairman Maggi called back to order. Moved by Mrs. Irey, seconded by Judge O'Dell Seneca to recess the meeting at this time and reconvene on May 3, 2006 at 11:30 a.m. May 3, 2006 The Washington County Prison Board met for the reconvened meeting of April 19, 2006 with the following members being present: Commissioners Bracken Burns and Diana L. Irey, President Judge Debbie O'Dell Seneca, Controller Michael Namie and Sheriff Sam Romano. Absent being: Commissioner Larry Maggi and District Attorney John Pettit. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Tim McCullough, Director of Human Resources; Lynn DeHaven and Mary Lynn Drewitz, Solicitors; Joy Sprowls, Commissioner's Office; Warden Joe Pelzer and Barbara Miller, Observer -Reporter. Vice -Chairman Burns called the meeting to order for the purpose of discussing an on -going personnel issue. At this time, Warden Pelzer requested an Executive Session to discuss this matter. The meeting was called back to order. Vice -Chairman Burns informed the media that the Prison Board members received a report that was requested at the last meeting from Mr. McCullough, Director of Human Resources. He noted the contents of the report are a confidential personnel matter and at this time action will be taken regarding Captain Sidney Campbell. Moved by Mrs. Irey, seconded by Mr. Namie, suspending Captain Campbell without pay pending the outcome of his criminal proceedings. Motion carried unanimously by the Board signifying their approval by stating "Aye".
