Washington County Prison Board
Washington, PA, June 14, 2006
The Washington County Prison Board Meeting was held in the 7th Floor Conference Room, Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi,
Bracken Burns, President Judge Debbie O'Dell Seneca; District Attorney John Pettit; Deputy Controller Randy
Vankirk; and Sheriff Sam Romano. Absent being: Commissioner Diana Irey, due to an out of office commitment.
Also being present: Warden Joe Pelzer; Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn
DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Tim McCullough, Director of Human Resources; Joann
Metz and Joy Sprowls, Commissioners Office; Barbara Miller and Ben Locher, Observer -Reporter and Jim Jefferson,
WJPA.
Chairman Maggi called the meeting to order at approximately 11:40 a.m. and entertained a motion to approve
Minute No. 5-P-06.
Moved by Mr. Pettit, seconded by Judge O'Dell Seneca, approving Minute No. 5-P-06 as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
PUBLIC COMMENTS
Toni Thomas, of Houston, addressed the Board regarding her son, who is incarcerated at the Correctional
Facility. She expressed her concerns for her son's safety and noted he fears for his live and that something may
happen to him while serving his time in the facility. Mrs. Houston also gave board members a complaint about a
guard.
EXECUTIVE SESSION
At this time an executive session was called to discuss the above -mentioned concerns of Mrs. Houston
and personnel matters.
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:

Moved by Judge O'Dell Seneca, seconded by Mr. Pettit, accepting the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
(Chairman Maggi left for a prior commitment and Vice Chairman Burns conducted the remainder of the meeting.)
BILLS
Deputy Controller Vankirk presented to the Board for their consideration and approval the bills for the
month of June 2006 in the amount of $69,757.61.
Moved by Mr. Vankirk, seconded by Judge O'Dell Seneca, approving the bills for the month of June 2006.
Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto
and made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
Warden Pelzer introduced Lieutenant Sandra Leonowicz of the State Department of Corrections for county
0 inspection and services, who presented the board with a certification of recognition. She also read a letter from
Dr. Jeffrey A. Beard, secretary of corrections commending the Washington County Prison Board for the fourth
consecutive perfect score in the annual inspection in as many years.
The Board commended Warden Pelzer and his staff for a fine job and congratulated him for achieving this
recognition.
Warden Pelzer thanked the Board for their continued support and stated he could not have done this without
the dedication and hard work from his staff.
There being no further business, Vice -Chairman Burns declared the meeting adjourned at approximately
11:55 a.m.
