Washington County Prison Board
Washington, PA, September 20, 2006
The Washington County Prison Board Meeting was held in the Washington County Correctional Facility,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi and Diana Irey;
President Judge Debbie O'Dell Seneca; and Controller Michael Namie. Absent being: Commissioner Bracken Burns,
Sheriff Sam Romano and District Attorney John Pettit. Also being present: Warden Joe Pelzer; Scott Fergus, Director
of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Joy
Sprowls and Sue Orrick, Commissioner's Office; Barbara Miller, Observer -Reporter and Jim Jefferson, WJPA.
Chairman Maggi called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve
Minute No. 8-P-06.
Moved by Mrs. Irey, seconded by Judge O'Dell, approving Minute No. 8-P-06 as written. Motion carried
unanimously by the Board signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for AuLyust. 2006:
Administrative Fee $2,452.92
U. S. Marshal 1,550.00
Social Security 800.00
Monthly Sub Total $4,802.92
Year to date GRAND TOTAL $ 58,561.33

Moved by Mrs. Irey, seconded by Judge O'Dell Seneca, accepting the Warden's Report as per above. Motion •
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills for the
month of August, 2006 in the amount of $68,671.36.
Moved by Mr. Namie, seconded by Judge O'Dell Seneca, approving the bills for the month of August. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.) •
OLD BUSINESS
None
NEW BUSINESS
Scott Fergus, Director of Administration, brought to the Board's attention information he obtained from
Correctional TeleCare Solutions. He explained this group helps correctional institutions reduce their healthcare costs
by using appropriate telemedicine methods through augmented cooperative programs.
Some discussion followed on this matter and it was noted Warden Pelzer would review the information
presented to Mr. Fergus and report back to the Board at a latter time.
In another matter, Warden Pelzer brought to the Board's attention the issue of overcrowding at the facility.
President Judge O'Dell Seneca noted she will be meeting with the judges to get their input as to what measures can be
taken to help alleviate the overcrowding at the jail. She stated there are various ways to handle the movement of
individuals in the system that would address the overcrowding issue and briefly outlined these steps.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately 11:50 a.m.
