HomeMy WebLinkAboutCOMM - Meeting Minutes - 10-P-06 - 10-18-2006 - PRISON BOARDMINUTE BOOK 303 PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA • Minute No. 10-P-06 Washington County Prison Board E Washington, PA, October 18, 2006 4 The Washington County Prison Board Meeting was held in the Washington County Correctional Facility, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken Burns, m a Diana Irey; President Judge Debbie O'Dell Seneca; Controller Michael Namie; Sheriff Sam Romano and District X T Attorney John Pettit. Also being present: Warden Joe Pelzer; Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Tim McCullough, Director of Human eServices; Barbara Miller, Observer -Reporter and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 11:35 a.m. and entertained a motion to approve Minute No. 9-P-06. Moved by Mr. Burns, seconded by Judge O'Dell Seneca, approving Minute No. 9-P-06 as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for September, 2006: Administrative Fee $2,557.25 U. S. Marshal 1,550.00 Social Security 1,200.00 Monthly Sub Total $5,307.25 Year to date GRAND TOTAL $ 63,868.58 Program Fees and Room and Board Income for the month of September, 2006: Billed Collected Work Release/Home Detention $16,267.00 $16,201.00 • Weekenders $ 1,575.00 $ 1,575.00 Turned over to Clerk of Courts (Minus) -0- Adjustments made to billings (Minus) -0- Monthly Sub -Total $17,842.00 $17,776.00 Year to date GRAND TOTAL $162,795.21 $162,682.21 Status of prisoners confined at the end of September, 2006: Full Time Work Release Weekend prisoners Unsentenced prisoners Awaiting sentencing and/or • trial TOTAL PRISONERS Examinations performed by the physician MALES FEMALES TOTAL 99 8 107 46 4 50 10 2 12 138 33 171 293 47 340 MALES FEMALES TOTAL 119 59 178 New commitments Repeat patients Medical Transports performed by the Sheriff 8 58 120 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Burns, seconded by Mrs. Irey, accepting the Warden's Report as per above. Motion • carried unanimously by the Board signifying their approval by stating "Aye". District Attorney Pettit questioned Warden Pelzer regarding the state's maximum number of inmates allowed at the jail and what is being done to address this situation if the facility reaches that point. Warden Pelzer explained this has been discussed at previous meetings and noted President Judge O'Dell Seneca has presented a number of options to alleviate some of the overcrowding at the facility. Judge O'Dell explained the various ways within the system to handle the movement of individuals in the jail to assist in the overcrowding situation. Discussion was held about the handling of overcrowding and what steps would be taken to keep the Board • informed of any overcrowding problems at the Correctional Facility. BILLS Controller Namie presented to the Board for their consideration and approval the bills for the month of September 2006 in the amount of $94,611.80. Moved by Mr. Namie, seconded by Mr. Pettit, approving the bills for the month of September. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS Discussion was held regarding incoming correspondence from inmates to the Prison Board members and how these issues are being addressed. It was noted Warden Pelzer would keep the Board up to date on any significant accusations.
